MINUTES Monday, June 14, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Kenny Anderson Jr., Vernon Brown, Jim Entenman, Michelle Erpenbach, Greg Jamison, Bob Litz, Rex L. Rolfing, Sue Aguilar, and Mayor Mike Huether. Members Absent: None. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Jamie Palmer, Assistant City Clerk. 1. Call To Order Council Chair Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen gave updates regarding tonight’s agenda. She said that she has prepared some notes about the advice and consent process which will be discussed during open discussion. Per Council Chair Jamison’s request, she has made copies of previous CIP budget spreadsheets for council members. 3. Mayor Huether Huether stated that CIP Budget presentations are going well. He said the information will be given to the Council before the formal presentation so that they have time to review the information. The Operating Budget information will also be given to the Council prior to the formal presentation. He reviewed the Department Director changes that were announced earlier today. Entenman asked about a quick learning session regarding the City Budget. Discussion followed. 4. Audit Committee Jamison stated that Rich Oksol, Lead Internal Auditor, will present some audit reports during Item 9 on this agenda. 5. Fiscal Committee No report. 6. Land Use Committee No report. Jamison stated that Meredith Larson, Chairmain of the Planning Commission, is unable to come to the next Land Use Committee meeting to discuss rezoning. He is trying to find an alternate member of the Planning Commission to attend the meeting. Mayor Huether stated that there have been many discussions about zoning requirements becoming more open and transparent and asked for recommendations and suggestions to be sent to Mike Cooper, Director of Planning and Building Services. 7. Public Services Committee Anderson stated that the committee is meeting this afternoon immediately after the Informational meeting. The items on the agenda are Affordable Housing and the Ethics Ordinance. 8. City Council Open Discussion Erpenbach spoke regarding the possibility of scheduling a Council retreat. Further discussion occurred regarding a City Budget learning session. Jamison reminded the Council to forward their priority lists to leadership so that they can discuss the items with the Mayor during their weekly meetings. Aguilar asked about the process for the advice and consent items on the Council Agenda. Discussion followed. Huether shared the reasons for his process of submitting the resolutions of advise and consent for department director appointments. Huether asked Owen to make a separate resolution for each of the director re-appointments. 9. Presentations Item 9B was heard before Item 9A. A. Monthly Financial Report by Eugene Rowenhorst, Director of Finance April 2010 Councilor Litz left the meeting at this time (4:52 p.m.). Huether asked if the Fiscal Committee could review this financial document and give their input. He also asked how this information is given to the public - can it be placed on the screen during the discussion or if copies can be made available. Discussion and questions followed. B. Revise Recreation and Facility Fees by Don Kearney, Director of Parks and Recreation Parks and Recreation Presentation C. Cable Television Franchise Fee Audit Report by Rich Oksol, Lead Internal Auditor Cable Television Franchise Fee OVS License Fee Audit Report 9-14 Mayor Huether left the meeting at this time. Discussion occurred regarding the Audit Committee and audit reports. Jamison stated that there is no action taken by the Council on the audit reports. D. Worker's Compensation Audit Report by Rich Oksol, Lead Internal Auditor Compensation audit 10-01 10.
