Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Kenny Anderson Jr., Vernon Brown, Jim Entenman, Michelle Erpenbach, Greg Jamison, Bob Litz, Rex L. Rolfing, Sue
Aguilar, and Mayor Mike Huether.
Members Absent: None.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Tamara Jorgensen, CMC, Assistant City Clerk.
1. Call To Order
Council Chair Jamison called the meeting to order at 4:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen distributed the City Council’s legislative priorities for the past 7 years. Legislative priorities
were discussed at the City Council working session held on Wednesday, June 23.
Discussion was held regarding the schedule available for the City Council to work at The Banquet to
serve breakfast.
3. Mayor Huether
Mayor Huether presented his CIP plans for 2011-2015.

4. Audit Committee
An Audit Committee Meeting was held on Wednesday, June 23rd with the agenda item being the
Convention Center Audit. Oksol will present this report to the City Council at the Informational Meeting
scheduled for Tuesday, July 6, 2010. The next Audit Committee Meeting is scheduled for Tuesday, July
13, 2010, at the Carnegie Town Hall at 4:00 p.m.
5. Fiscal Committee
This committee will meet on Tuesday, July 6, 2010, immediately following the Informational Meeting. The
agenda items are: 1) Review the format of the monthly financial reports; 2) Legislative Audit
Recommendations; and 3) Policy on Budget Transfers.
6. Land Use Committee
This committee will meet this evening following the Informational Meeting and will be discussing zoning
notification and proposed changes.
7. Public Services Committee
A Public Services Committee meeting was held at 3:00 p.m. today for the purpose of holding a hearing
regarding the Ethics Committee and complaints filed against former City Council Member Kermit
Staggers. Brown stated that revisions to the Ethics ordinance are needed. The first reading of the Ethics
Ordinance was referred to this committee and there is still a lot of work to do. Discussion followed.
Brown stated that the members of the Ethics Committee serve on a voluntary basis. He expressed
appreciation to the Ethics Committee for their hard work.
8. City Council Open Discussion
Litz stated that he and his family visited Falls Park this weekend and enjoyed the experience. He said
there were many people visiting the park.
Litz and Huether discussed a recent radio interview that discussed the need for additional tennis facilities
in the city.
Huether discussed the recent levels of rain and flooding. There have not been any recent media reports
about homes being flooded in Sioux Falls. Huether referenced that past decisions and investments in
infrastructure have worked well to prevent flooding.
Reminder that the Mayor’s Fourth of July picnic is Sunday, July 4th, 2010, from 11:00 a.m. to 2:00 p.m. at
Falls Park.
