MINUTES Tuesday, July 6, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Michelle Erpenbach, Greg Jamison, Bob Litz, Rex L. Rolfing, Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Jim Entenman, and Mayor Mike Huether. Members Absent: None. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order Council Chair Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations No report. 3. Mayor Huether Huether thanked everyone for a great picnic and parade. He said the Whisk and Chop Learning and Listening session was packed again this week. Huether mentioned the possibility of changing the location, but he wouldn't do so until all of the City's department heads have held a session at the Whisk and Chop. New Central Services Director Sue Quanbeck Etten started working today. He added that new City Attorney Dave Pfeifle will start in a couple of weeks. Huether mentioned last night?s heavy rains. He said when there is flooding, the Public Works Department goes and checks the area to try to identify the cause. He also stated that the 69 tornado alarms in the City are checked weekly. Discussion on the upcoming event Hot Harley Nights. Huether has asked his department heads to make sure the roads and neighborhoods look good for visitors. He said he would like to the put the City's best face forward. Huether encouraged the public to notify him, City Councilors or the City?s website with ideas on how to make the picnic and parade better. 4. Audit Committee Jamison said the Audit Committee is meeting at 4:00 p.m. next Tuesday, July 13th. He said they will be covering the Multi-Cultural Center and electronic transfers. Jamison said Rich Oksol, Lead Internal Auditor, will give a presentation on a follow-up of the Convention Center report. 5. Fiscal Committee Brown said they were meeting in the Council Chambers, immediately following the Informational. He said the agenda items include: reviewing the format of the monthly financial report; Legislative Audit recommendations; and a policy on Budget transfers. 6. Land Use Committee Litz said they met last week to talk about zoning ordinance requirements. He said there were some ideas that Planning Director Mike Cooper and his staff are working on, which will be discussed at their next meeting. Litz said they will meet next month. Discussion followed. 7. Public Services Committee Brown said they had a discussion on the Ethics Hearing involving former City Council Member Kermit Staggers. He said the Ethics Board would like to be at their next meeting. Discussion followed. 8. City Council Open Discussion Jamison asked what the Council thought about making a possible change to an ordinance that would allow people to park their boats and/or RVs in their driveways during the summer months. Discussion followed. Item assigned to the Land Use Committee. Jamison spoke about special sign permits and how sign trailers are allowed to be used for limited purposes and times. He asked the Council if they wanted to revisit the issue to be able to include the use of banners. Discussion followed. The item was assigned to the Land Use Committee. Erpenbach said she was really proud of Falls Park on Sunday. She said it looked really awesome. She also thanked City staff. Anderson said the Girls Ringneck Tournament was held over the weekend at Sherman Park. He complimented the Parks Department for doing a great job. 9. Presentations A.
