Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Bob Litz, and Mayor Mike Huether.
Members Absent: Jim Entenman, and Rex Rolfing.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Tamara Jorgensen, CMC, Assistant City Clerk.

3. Mayor Huether
Huether spoke about three events held in Sioux Falls this weekend and the economic development that
can be derived from these kinds of events. He mentioned the Irish Festival, the 10U VFW State
Tournament (baseball) and the Asfora Adult South Dakota Open tournament (tennis).
4. Audit Committee
No report.
5. Fiscal Committee
This committee will meet at 5:00 p.m. on Monday, August 2, 2010, to discuss transfers and what
legislative audit’s inital recommendations were for the Internal Audit Committee.
6. Land Use Committee
This committee will meet this evening to discuss modifications to rezoning, the RV/Boat Ordinance and
the sign ordinance.
7. Public Services Committee
Affordable Housing will be discussed at today's Informational Meeting.
8. City Council Open Discussion
Erpenbach requested that citizens modify their automatic sprinklers so that they are not used after
rainstorms. There are guages that can be purchased that will turn the sprinklers off when the ground is
saturated.
Erpenbach also stated that the City Council Members like to receive input from citizens and their email
and phone numbers are available on the city’s website at www.siouxfalls.org.
She also reminded citizens that it is illegal to have signage in boulevards.
Brown addressed the recent information regarding a proposed recycling business being placed next to
the Falls. Due to a lot of work with tourism, the Falls are now among the top 5 places to visit in the state.
This type of industrial development should be separate from a tourist area. Litz agreed with Brown and
stated that screening and fencing will not be enough to hide the type of work that would be
done. Additional information will be coming from the Planning Department regarding this item.
Jamison stated that the City Council would like to discuss the Capital Improvements Plan set up by the
Mayor, with specific attention given to the Events Center, on Monday August 2, 2010. As a reminder, the
Informational will begin at 3:00 p.m. on that date to include budget hearings.
9. Presentations
A. 2011 Legislative Session and Priorities by Yvonne Taylor, Executive Director of the South Dakota
Municipal League
Brown gave opening remarks and an introduction of Yvonne Taylor and a description of the duties and
responsibilities of the South Dakota Municipal League.
Taylor discussed legislative priorities and requested questions from the Council. Discussion followed
regarding unsightly property, revenue for infrastructure, local liquor licensing and enforcement, local
control, policy meetings regarding financial reports, providing accurate sales tax numbers to local city
governments, policy meeting committees, and legislation about driver distractions.
Mayor Huether asked about the bill regarding eliminating the sales tax on bulk foods. Discussion
followed.
