MINUTES Monday, August 2, 2010
Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Council Member Aguilar, Council Member Anderson Jr., Council Member Brown, Council Member Entenman, Council
Member Erpenbach, Council Member Jamison, Council Member Rolfing, and Mayor Mike Huether.
Members Absent: Council Member Litz.
Staff Present: Denise D. Tucker, CMC, Assistant City Clerk
1. Call To Order
Council Chair Jamison called the meeting to order at 3:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
No report.
Jamison said the Events Center item would be discussed after the presentations.
3. Mayor Huether
Huether mentioned that the weather has been a hot topic and that there has been some flooding. He
invited some members of the Administration and some of the directors to provide updates.
Regan Smith, Risk and Emergency Management, gave an update on the recent rain events.
Sue Quanbeck Etten, Director of Central Services, provided an update, which included information that
the City will provide door hangers to residents regarding proper sump pump discharge. A video is also
being made to provide the same information.
Mark Cotter, Director of Public Works, provided an update, which included: how there is waste water
going into the river; extended hours at the landfill; and testing being done on the river both up and
downstream, regarding the waste water discharge.
Jill Franken, Director of Health, said a Public Health Emergency was declared on Friday. She said they
have provided information to the public about what to do regarding sewer back ups. She stated that they
will keep checking on any illnesses that stem from people being in contact with some of the flood water.
Don Kearney, Director of Parks and Recreation, spoke about the effects of the recent rains on some
parks. He cautioned people to not get too close to the river.
Donn Hill, Fire Chief, praised the employees who have helped with the recent flood emergency. He said
there is still work to be done.

Councilor Litz arrived to the meeting at 3:41 p.m.
Mayor Huether left the meeting at 3:44 p.m.
4. Audit Committee
No report.
5. Fiscal Committee
Brown said they would be meeting on Wednesday at 4:00 p.m., in the Council Chambers. Items on the
agenda include: Notice of Funds Transfers and Audit Committee revisions.
6. Land Use Committee
Litz said they had a meeting last week. Topics discussed were signage, rezoning and RV/Boat parking.
He asked to discuss the RV/Boat topic, with the full Council, at the end of the meeting.
7. Public Services Committee
Anderson Jr. said they met last week with the Ethics Committee and discussed proposed changes to
some of their processes. He said they are waiting to hear back from the Ethics Committee.
Item 9 was discussed at this time.

At 4:42 p.m., Council Chair Jamison recessed the meeting for a 5 minute break.
At 4:50 p.m., the meeting reconvened.
Councilor Litz left the meeting at 4:54 p.m.

Item 8 was discussed at this time.
Jamison read the times that the Informational/Budget Hearing Meetings would be replayed on Channel
16.
Jamison said the Land Use Committee discussed RV/Boat parking at some length. Erpenbach requested
that the topic be pushed back for a couple of months. Discussion followed.
Jamison led the discussion on the Events Center. No presentation from Mayor Huether was planned, as
he is still working on one. Discussion followed.
10. Adjournment
Council Chair Jamison adjourned the meeting at 6:46 p.m.
