Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Council Member Aguilar, Council Member Brown, Council Member Entenman, Council Member Erpenbach, Council
Member Jamison, Council Member Rolfing, and Mayor Mike Huether.
Members Absent: Council Member Anderson Jr., and Council Member Litz.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Jamie L. Palmer, CMC, Assistant City Clerk.
1. Call To Order
Council Chair Jamison called the meeting to order at 3:00 p.m.
2. City Council Staff Report

Owen reminded council members about the emails she sent regarding the Municipal League Policy
Committee Meetings scheduled for next week in Pierre, the annual Municipal League conference in
October, and the National League of Cities conference in November.
3. Mayor Huether
Huether spoke about the city sewer emergency that occurred last week and gave a brief update. Jamison
stated he witnessed the emergency operations first hand and stated that all should be proud of their
efforts. He said that there were some concerns about communicating with citizens on the west side of
Sioux Falls and shared that Public Works is discussing the idea of a module that would allow the city to
communicate with every city water user and said that would be one way to notify them of an emergency
in the future. He stated that the ordinance for the sump pump usage should be discussed further.
Discussion followed.
Aguilar recommended the discussion about a sump pump discharge ordinance be referred to committee.
Jamison said that this topic will be referred to Public Services Committee.
Erpenbach urged citizens to avoid watering their lawns at this time.
4. Audit Committee
No report.
5. Fiscal Committee
Brown reported that the committee met last Wednesday, August 4, 2010, and reviewed the topics of
discussion. He stated that next month the committee will review the final draft of an ordinance for budget
transfers and Finance will be invited to participate in that discussion. He reported that the discussion on a
contract agreement report format was referred to the Audit Committee. The Audit Committee member
ordinance discussion was interrupted and will be continued at a later meeting.
6. Land Use Committee
Erpenbach stated that the next meeting will be held in September and the agenda is full with zoning
issues.
Jamison asked for an update on the RV ordinance. Erpenbach replied that the committee would like the
issue to be discussed at a future Informational meeting. Owen reminded the council that the issue could
be discussed at an Informational meeting but that the final recommendation must be made by the Land
Use Committee.
7. Public Services Committee
No report.
8. City Council Open Discussion
Erpenbach spoke about the National Night Out activities that were held last week. Discussion followed.
Jamison shared that County Commissioner Dick Kelly recently had surgery and is recovering.

Police Chief Doug Barthel gave an overview of the Police Department budget.
Fire Chief Donn Hill gave an overview of the Fire Department budget.
Litz asked about the RV/Boat ordinance and when the council will discuss the issue. Jamison responded
that this discussion will occur after the budget hearings. Erpenbach stated that it should be scheduled for
a future agenda. Litz agreed and will work with the City Clerk’s office to get the topic scheduled at a later
date.
Jamison commented about the Public Safety budget presentation. Discussion followed.
10. Adjournment
Council Chair Jamison adjourned the meeting at 6:07 p.m.
