MINUTES Monday, August 16, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Council Member Aguilar, Council Member Anderson Jr., Council Member Brown, Council Member Entenman, Council Member Erpenbach, Council Member Jamison, Council Member Rolfing, and Mayor Mike Huether. Members Absent: Council Member Litz. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Tamara Jorgensen, CMC/Assistant City Clerk 1. Call To Order The meeting was called to order by Chairman Jamison at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen stated there was a request to defer Items 6 and 7 on tonight’s City Council Meeting Agenda to the City Council Meeting on Tuesday, September 7, 2010, at 7:00 p.m. There are South Dakota Municipal League meetings in Pierre, SD, over the next two days. There is a National League of Cities in Denver, CO in December, 2010. Council policy allows two members to attend this conference each year. 3. Mayor Huether Huether gave an update on access to the Big Sioux River and removing the barriers at Falls Park. He also stated that we are 6-8 weeks away from a permanent fix for the damaged pipes by the penitentary. The temporary bypass is working well and the great weather is also making a difference on the progress. Huether is again asking citizens to hold off on watering their lawns. Huether gave an update on dumping at Covell Lake. Council Member Litz arrived at this time. 4. Audit Committee No report. 5. Fiscal Committee No report. 6. Land Use Committee No report. 7. Public Services Committee  No report 8. City Council Open Discussion Brown discussed his recent participation in "Dancing With The Stars" at the Sioux Empire Fair. Litz stated that the Bosch Family is planning on keeping the downtown Sunshine store open and operating. Jamison reminded today’s meeting participants that there is a Joint Meeting tonight that needs to start promptly at 5:00 p.m. 9. Presentations A. Budget Hearings 1. Discussion regarding snow removal and snow preparation process. Discussion regarding communicating with citizens regarding snow preparation changes. Discussion regarding snow gates. City Council is requesting an update on the costs associated with snow gates. Discussion regarding sharing staff with other departments. Review of overtime and part time service costs. Discussion regarding the priority streets in Sioux Falls. Discussion regarding infrastructure, highway and street budget numbers. Discussion regarding the 2009 Citizen survey regarding street repair. Discussion of reallocation of funds to street repair. Discussion regarding asphalt overlay repairs to Minnesota Avenue and other streets. Discussion on the process for prioritizing street projects Discussion on arterial street budgetary backlogs.  Discussion regarding the Central District and core infrastructure planning (water damage preparation). Closing remarks regarding the Public Works Budget. Discussion on pot hole and sewer repairs. 2. Parks and Recreation Doc: Document: Budget/Power Point Presentation Discussion and initial review of the Budget information. Due to time constraints, the Parks and Recreation presentation will be continued at the Budget hearing meeting on Monday, August 23, 2010. 10. Executive Session A. Contract Negotiations - SDCL 1-25-2(4) Union Negotiations A motion was made by Council Member Rolfing and seconded by Council Member Entenman to go into Executive Session at 4:40 p.m. for the purpose of discussing contract negotiations - union contracts. Contract negotiations were discussed at this time. A motion was made by Council Member Litz and seconded by Council Member Anderson Jr. to go out of Executive Session at 4:55 p.m. 11.
