MINUTES Tuesday, September 7, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Council Member Aguilar, Council Member Anderson Jr., Council Member Brown, Council Member Entenman, Council Member Erpenbach, Council Member Jamison, Council Member Litz, Council Member Rolfing, and Mayor Mike Huether. Members Absent: None. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Denise D. Tucker, CMC/Assistant City Clerk. 1. Call To Order Council Chair Greg Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Update on a rules of order change, regarding how meetings are conducted. Discussion followed. 3. Mayor Huether A. 2011 Budget, Mayor Follow-up Items Mayor Huether's opening comments. Memo Mark Cotter, Director of Public Works, discussed the initial steps for planning the Events Center. PowerPoint Presentation Mayor Huether discussed the Budget process. Discussion 4. Audit Committee No report. 5. Fiscal Committee Brown said the Fiscal Committee was meeting after today’s Informational Meeting. Items on the agenda include: draft ordinance regarding Budget Transfers; Audit Committee members ordinance; and review of a request to create Tax Increments District No. 10. 6. Land Use Committee No report. 7. Public Services Committee No report. 8. City Council Open Discussion Jamison reminded the City Council of a 4:00 p.m. working session on Wednesday. He stated that Items 15 and 16 on tonight’s agenda are complicated issues. Jamison said he wanted to make sure that people had a chance to ask questions and to speak to the attorneys. Entenman reminded everyone that the Sidewalk Arts Festival is this weekend, along with the President's Bowl and German Fest. Jamison asked if everyone knew the dates for the rest of the Budget adoption process. There were no questions. 9. Presentations There were none. 10.
