Informational Meeting

MINUTES Monday, September 20, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Council Member Anderson Jr., Council Member Entenman, Council Member Erpenbach, Council Member Jamison, Council Member Litz, Council Member Rolfing, and Mayor Mike Huether. Members Absent: Council Member Aguilar, and Council Member Brown. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations No report. 3. Mayor Huether Huether thanked the Council for their work with the Budget cycle. He said that an Events Center update will be given on the second Monday of the month at the Informational meeting until its grand opening. He shared that Moody’s Investment Service reaffirmed the City’s Aa2 Bond Rating. Huether said that over $12 million dollars of debt were recently refinanced at a rate less than 1 percent which will save the city $850,000 over the next four years. He shared that Eugene Rowenhorst, Director of Finance announced his retirement but will stay until a replacement is hired. 4. Audit Committee Jamison reported that the committee will meet at Carnegie Town Hall tomorrow afternoon at 4:00 p.m. 5. Fiscal Committee Owen reported that the next scheduled meeting is October 4, 2010. 6. Land Use Committee No report. 7. Public Services Committee No report. 8. City Council Open Discussion Erpenbach spoke about tonight’s agenda Items 5 & 6. Discussion about a motion to move those items to the Regular agenda for discussion purposes. 9. Presentations Litz left the meeting at 4:40 pm and returned at 4:43 pm. Anderson Jr. left the meeting at 4:47 pm and returned at 4:50 pm. Anderson Jr. left the meeting at 5:00 pm and returned at 5:03 pm. A. Comprehensive Wastewater Study by Mark Cotter, Director of Public Works; Mike Coleman, HDR; and Tom Gould, HDR Sioux Falls Regional Sewer Study Area Mark Cotter, Director of Public Works, spoke briefly and introduced presenter Tom Gould, HDR Representative. Questions and answers followed the presentation. Litz left the meeting at 4:40 pm and returned at 4:43 pm. Anderson Jr. left the meeting at 4:47 pm and returned at 4:50 pm.
