Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Council Member Aguilar, Council Member Anderson Jr., Council Member Brown, Council Member Entenman, Council
Member Erpenbach, Council Member Jamison, Council Member Litz, Council Member Rolfing, and Mayor Mike Huether.
Members Absent: None.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Denise D. Tucker, CMC, Assistant City Clerk
1. Call To Order
Council Chair Greg Jamison called the meeting to order at 4:00 p.m.
2. City Council Staff Report

Owen informed the City Council of the new microphones in the Chambers.
Owen said there will be an item walked in to the 7:00 p.m. meeting, by Darrin Smith, Director of
Community Development. The item is to cancel some special assessments.
The Council was informed that they may want to pull Items 11 and 12, from tonight’s meeting, out for a
separate vote.
Owen reminded the Council that the walk in item will need six votes to be adopted. Smith updated the
Council on the item.
3. Mayor Huether

Mark Cotter, Director of Public Works, discussed the preliminary cost estimates.
Mike Cooper, Director of Planning and Building Services, discussed the history of the project.
Huether discussed bonds, debt ratings and provided closing comments.
Discussion
4. Audit Committee
Owen will discuss tonight's agenda Item 22, at tonight's meeting. Brown said the Fiscal Committee
discussed the item and Owen would be able to provide an overview. Discussion followed.
5. Fiscal Committee
Brown said the committee will meet after the Informational meeting. He said they have a hefty agenda,
but he will end it by 6:30 p.m. Discussion followed. Jill Franken, Health Department Director, said she
would postpone her presentation, scheduled for today, to the Tuesday, October 12th, Informational
Meeting.
6. Land Use Committee
No report.
7. Public Services Committee
No report. The committee meets next week.
8. City Council Open Discussion
Brown provided information from a Homeless Advisory Board meeting that was held today. He said the
Council may have to consider some options for warming centers for the winter, to help care for the
homeless population. Discussion followed.
Erpenbach said residents in the area of 15th Street and Grange Avenue have been mired in mud. She
said the project in the area has been going on for more than 100 days. Erpenbach extended her
apologies. The project will be substantially completed by Friday, October 8th. She said the contractor is
being fined by the day for missing the project deadline. Discussion followed.
Jamison said he plans to bring forward an RV ordinance this month.

Director; and LuAnn Ford, Public Health Manager

10. Adjournment
Council Chair Jamison adjourned the meeting at 5:56 p.m.
