Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West 10th Street
Members Present: Council Member Aguilar, Council Member Brown, Council Member Entenman, Council Member Erpenbach, Council
Member Jamison, Council Member Litz, Council Member Rolfing, and Mayor Mike Huether.
Members Absent: Council Member Anderson Jr..
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Jamie L. Palmer, CMC, Assistant City Clerk.
1. Call To Order
Council Chair Jamison called the meeting to order at 4:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen stated that a request was received to withdraw Item 12 from tonight’s city council agenda and she
reminded council members that a vote will need to occur for it to be withdrawn. She spoke about
wireless access in the council chambers and the Multi-purpose room. The estimated cost would be
approximately $1,400.00. Discussion followed. Jamison stated that, since there are no major objections
to adding wireless access, the project should move forward. Owen spoke about the SD Municipal
League Conference held in Rapid City last week.
3. Mayor Huether
Council Member Anderson Jr. arrived to the meeting at 4:11 p.m.
Huether spoke about the leaf drop located on the east side and added that they now accept twigs and
small branches. He stated that there are approximately 60 more days remaining for street repair and
urged citizens to call 367-8002 to report potholes to be repaired before winter arrives. He spoke about
the SD Municipal League and commended Vernon Brown for his role with that organization. He spoke
about a diversity meeting that was recently held and stated that another meeting is being organized with
religious leaders throughout the city. He spoke about Forward Sioux Falls.
Jamison asked Mark Cotter, Director of Public Works, about potholes and the new material being used.
Discussion followed about the overlay project on Minnesota Avenue.
Brown asked about the SD Department of Transportion and the agreement regarding Highway 100.
Discussion followed.
4. Audit Committee
Jamison stated no report at this time except that Rich Oksol will be giving a audit report today.
5. Fiscal Committee
No report.
6. Land Use Committee
No report.
7. Public Services Committee
Anderson Jr. stated that there will be a meeting today immediately following the Informational to discuss
the Ethics ordinance and affordable housing.
8. City Council Open Discussion
Entenman spoke about the Convention and Visitor’s Bureau report from the Visitor’s Center regarding the
number of visitors in Sioux Falls which was 152,000 and includes visitors from all 50 states and 56
foreign countries.
Erpenbach spoke about an upcoming seminar called "Growing Community in Diverse Neighborhoods" on
October 22-23, 2010. You can register to attend this free seminar online at www.siouxfalls.org.
Jamison spoke about the Events Center.

A. In-Home Daycare Registration Inspection Process (Administrative Changes), Jill Franken, Public Health
Director; and LuAnn Ford, Public Health Manager
Day Care Powerpoint
Jill Franken, Public Health Director, gave a summary regarding in-home daycare registration inspection
process. LuAnn Ford, Public Health Manager, spoke about plans for inspection work to be completed for
in-home daycares. A short question and answer session followed.
Councilor Litz left the meeting at 4:52 p.m. and returned at 4:54 p.m.
B. Event Center Update by Mayor Mike Huether
Mayor Huether gave a brief introduction and Mark Cotter, Director of Public Works, gave an Events
Center update. Questions and answers followed the presentation.

Due to time contraints, Item C was rescheduled to be heard on Monday, October 18, 2010, at 4:00 p.m.
