Informational Meeting 4:00 p.m. at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Bob Litz, Rex Rolfing
Members Absent: None
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations and Denise D. Tucker,
CMC, Assistant City Clerk
1. Call To Order
Council Chair Greg Jamison called the meeting to order at 4:00 p.m.
2. City Council Staff Report

Owen explained there is another person present because we are in the process of
changing from one web streaming system to another. The program is called SIRE,
a system wide document imaging and agenda management program. She said in
about a year the whole system should be up and the public will be able to
access public documents online.
Owen said the Council just received some information, from the City Attorney, for
an Executive Session.
3. Public Services Committee
Anderson Jr. said the Public Services Committee met last week and discussed
revisions to the Board of Ethics Ordinance. They are working with the City
Attorney's Office on two more revisions. He said they hope to bring it before the
City Council in the beginning of the year. Discussion followed.
4. City Council Open Discussion
Brown asked if the Mayor was present to discuss a new position in his office. No
one was present from the Mayor's Office to discuss it. Litz said the new position
was news to him and he asked about the number of hires made by the Mayor.
Discussion followed.
Mayor Huether arrived and explained that there is a new position for a special
projects coordinator. He offered to send a copy of the job description to the
Council. Huether said this is a position that was utilized at Citibank and Premier
Bankcard. The person will be someone who facilitates the major projects
happening within city government. He said he would have Bill O'Toole provide
salary information to the Council.
Huether said the City used a heavy application of salt, chemicals and sand on the
roads and it worked well.
Anderson Jr. said there was a meeting last Thursday, with some renewable energy
companies. They discussed opportunities to use renewable energy in the City of
Sioux Falls. He said there were about 30 people present. Anderson Jr. said he'd
like to see the City set up a group to study using renewable energy for the
City. Discussion followed.
Mike Cooper, Director of Planning and Building Services, provided an update,
regarding mold in an apartment building. This was brought up last Monday at the
City Council Meeting, during Public Input. He said, as of Wednesday the mold
issue had been addressed through Building Services, who worked with the
building manager to get some sheetrock replaced in a furnace area. Cooper said
there is a history of Health and Building Services working together on mold
issues. He would like to discuss how the process works at a future Informational
Meeting. Discussion followed.
5. Presentations

B. Fire Rescue Staffing and Overtime by Donn Hill, Fire Chief
6. Executive Session
A. Proposed or pending litigation and contractual matters under SDCL 1-25-2(3)
A motion made by Bob Litz and seconded by Kenny Anderson Jr. to enter
Executive Session at 4:41 p.m. for the purpose of discussing proposed or pending
litigation and contractual matters under SDCL 1-25-2(3).
Council Chair Jamison called for a voice vote on that motion and all members
voted yes.
Motion Passed.
The meeting began at 4:44 p.m.
A motion made by Michelle Erpenbach and seconded by Sue Aguilar to exit
Executive Session at 4:57 p.m.
Council Chair Jamison called for a voice vote on that motion and all members
voted yes.
Motion Passed.
A motion made by Bob Litz and seconded by James Entenman to enter Executive
Session at 5:35 p.m. for the purpose of discussion of a proposed or pending
litigation and contractual matters under SDCL 1-25-2(3).
Council Chair Jamison called for a voice vote on that motion and all members
voted yes.
Motion Passed.
A motion made by Michelle Erpenbach and seconded by Bob Litz to exit
Executive Session at 6:23 p.m.
Council Chair Jamison called for a voice vote on that motion and all members
voted yes.
Motion Passed.
7. Adjournment
A motion made by Michelle Erpenbach and seconded by Bob Litz to adjourn at
6:23 p.m.
Council Chair Jamison called for a voice vote on that motion and all members
voted yes.
Motion Passed.
