MINUTES Tuesday, January 18, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Bob Litz, and Rex Rolfing Members Absent: Vernon Brown and James Entenman Staff Present: Debra Owen, City Clerk/Chief of Council Operations and Jamie Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen reminded Council Members to inform the City Clerk's Office when they plan to attend events so that the events can be posted on the Notice of Public Meetings. She reminded Council about the upcoming Board of Equalization meetings in March and spoke about some proposed changes to the membership of that board. She also gave a few updates regarding items on this evening's City Council agenda. 3. Public Services Committee A. Report from meeting held on Monday, January 10, 2011 Anderson Jr. reported that the Public Services Committee met last Monday to discuss the Board of Ethics ordinance. The ordinance will come before the Council this evening. They also discussed the audit of the Police Reimbursement fund but the item was tabled until the Police Department is finished getting input from the pawn shop owners regarding the proposed ordinance changes. 4. City Council Open Discussion Litz said that he had an opportunity to observe a snow plow with a snow gate and he spoke with three home owners and said that they had great comments to share with him. He noticed that the snow gate actually increases the width of the snow plow and noticed that there were some instances that made it difficult for the snow plow to get through due to parked cars. He also made comments about the hydraulic hoses and that when the gate lifts up there was extra snow that was deposited back onto the street. Erpenbach spoke about the ticketed cars during a snow event and stressed the importance for citizens to move their vehicles so that the streets can be plowed properly. She commented that ticketing and towing will be more strictly enforced so she encouraged citizens to move cars during snow alerts. 5. Presentations A. Sanitary Sewer Assessment Report by Howard R. Green, HDR, and AE2S B. 2010 Noise Ordinance Revision Outcomes by Jill Franken, Public Health Director and LuAnn Ford Public Health Manager 6. Executive Session A. Pending Litigation pursuant to SDCL 1-25-2(3) A motion was made by Kenny Anderson Jr. and seconded by Rex Rolfing to enter Executive Session at 5:36 p.m. to discuss pending litigation pursuant to SDCL 1- 25(3). Council Chair Jamison called for a voice vote on that motion and all members voted yes. Motion Passed. A motion was made by Bob Litz and seconded by Kenny Anderson Jr. to exit Executive Session at 5:45 p.m. Council Chair Jamison called for a voice vote on that motion and all members voted yes. Motion Passed. 7. Adjournment A motion was made by Bob Litz and seconded by Kenny Anderson Jr. to adjourn at 5:45 p.m. Council Chair Jamison called for a voice vote on that motion and all members voted yes.
