MINUTES Tuesday, February 22, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Bob Litz, Rex Rolfing Members Absent: Sue Aguilar, James Entenman Staff Present: Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order Council Chair Greg Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations No report. 3. Public Services Committee A. Report from meeting held on Monday, February 14, 2011 Anderson Jr. said Debra Owen gave an overview of Executive Orders. The committee is looking into how it is used by the Administration. He said there was also a brief discussion about Administrative Rules and how departments are using them when dealing with the public. Anderson Jr. said they are continuing to looking into both items. Brown said there is a Fiscal Committee Meeting on Friday, in the Council Chambers, beginning at 9:30 a.m. They will be discussing contracts the Council would like to see. Afterwards, they have a video conference at the Health Department, regarding financial software that the Finance Department is involved with. 4. City Council Open Discussion Erpenbach said she and Rolfing challenged the Council to contribute $20.00 for The Banquet. She said they raised $230.00. She read part of a Thank You note that was received from The Banquet. Erpenbach said Old Courthouse Museum is opening the Vietnam in Our Words exhibit on Thursday night. Jamison said last Monday the Build It Downtown group proposed four locations for a downtown Events Center. He said he called the owners of two businesses on Dakota Avenue and they both would be willing to relocate. Jamison said one of the buildings is Romantixs. He said redeveloping our area may be as beneficial to the City as building an Events or Convention Center. Discussion followed. 5. Presentations A. Energy Efficiency & Conservation Block Grant by Aimee Ladonski, Sustainability Coordinator; Dave McElroy, Landfill Superintendent; and Mark Cotter, Director of Public Works B. Sustainability Master Plan Kickoff by Robert Craggs, Vice President, R.W. Beck; 6. Executive Session A. Pending litigation under SDCL 1-25-2(3) A motion was made by Bob Litz and seconded by Kenny Anderson Jr. to enter Executive Session at 4:44 p.m. to discuss pending litigation under SDCL 1-25- 2(3). Council Chair Jamison called for a voice vote on that motion and all members voted yes. Motion Passed. Discussion started at 4:46 p.m. A motion was made by Kenny Anderson Jr. and seconded by Bob Litz to exit Executive Session at 4:50 p.m. Council Chair Jamison called for a voice vote on that motion and all members voted yes. Motion Passed. 7. Adjournment Council Chair Greg Jamison adjourned the meeting at 4:50 p.m. Denise D. Tucker, CMC Assistant City Clerk
