Informational Meeting 4:00 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Dean Karsky, and Rex Rolfing.
Members Absent: Mike T. Huether.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations; Tamara Jorgensen,
CMC, Assistant City Clerk
1. Call To Order
Council Chair Aguilar called the meeting to order at 4:00 p.m. She requested a five
minute delay due to technical difficulties.
2. City Council Staff Report

Owen discussed resolutions for tonight's City Council meeting regarding
appointments to SECOG (South Eastern Council of Government), the UDC
(Urbanized Development Commission) and the Redistricting Commission
members. Owen reviewed the Redistricting Commission resolution and explained
the need for the party affiliations to show on this Resolution.
Owen discussed the re-codification process and the timeline for the completion of
the project.
3. City Council Open Discussion
Brown stated that the Fiscal Committee will be meeting following the
Informational Meeting regarding authorizing city contracts and sewer/water rate
freeze on increases. Brown also asked Don Kearney, Director of Parks and
Recreation, to respond to a recently received letter regarding Spellerberg Park.
Brown reviewed the CIP budget regarding the Events Center and reiterated that
the Council has regularly asked that the full dollar amounts associated with the
Events Center be included in the CIP budget. This information is not showing in
the CIP budget. Brown reminded the Council that the City Charter states that this
information has to be included.
Erpenbach stated the letter regarding the pool was from a citizen in her district and
that she had copied and forwarded the letter to all of the Council Members and to
the Director of Parks and Recreation.
Aguilar spoke regarding City Council members receiving invitations to speak
regarding the Events Center. Discussion occurred that a Council Member should
ensure that the group understands he/she is not speaking on behalf of the entire
Council; but is representing their own personal point of view. Discussion
followed.
Brown asked the City Clerk's Office to give a brief update on some of the "rules of
engagement" expected of Council Members regarding Elections.

City Council Chair Aguilar adjourned the meeting at 5:05 p.m.
