MINUTES Monday, September 26, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Sue Aguilar and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order Vice Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Erpenbach said Council Chair Sue Aguilar was in town, but out on Council business. Jamison said the Council needs to start thinking about how they are going to set up some standard operating procedures for their employees, before hiring a new City Clerk/Chief of Council Operations. He said this is something that they need to discuss out in the open. Discussion followed. Brown said next week the Fiscal Committee will be discussing the proposal from the (Minnehaha) County Commissioners regarding the (W.H. Lyon) Fairgrounds. He said some Councilors went on a tour of the fairgrounds to look at the shape of the buildings. The County Commission is also invited to the meeting. Rolfing said the Land Use Committee would be having a busy meeting following this meeting. Erpenbach reminded the Council that if they are attending something that is a public event to let the Clerk's Office know, so that it can be noticed publically if there is the possibility of a quorum. She added that she would need someone to attend the Leadership Meeting with her on Thursday morning. 3. Presentations A. Presentation of Internal Audit Reports: Police Cash Handling Audit 11-05 and Arena/Orpheum Theater Management Contract Audit 11-04 by Rich  Oksol, Lead Internal Auditor B. August Monthly Financial Report by Tracy Turbak, Director of Finance C. Board of Health Rabies Resolution Update by Alicia Collura, Assistant Director of Health; and Jill Franken, Director of Health 4. Executive Session A. Personnel Matter pursuant to SDCL 1-25-2(1) A motion was made by Kenny Anderson Jr. and seconded by Jim Entenman to enter into Executive Session at 5:02 p.m. to discuss a personnel matter pursuant to SDCL 1-25-2(1). Vice Chair Erpenbach called for a voice vote on that motion and all members voted yes. Motion Passed. The room was cleared and the discussion began at 5:05 p.m. Brown left the meeting at 5:20 p.m. A motion was made by Kenny Anderson Jr. and seconded by Rex Rolfing to exit the Executive Session at 5:30 p.m. Vice Chair Erpenbach called for a voice vote on that motion and all members voted yes. Motion Passed. Vice Chair Erpenbach reconvened the Informational Meeting at 5:34 p.m. 5. Adjournment A motion was made by Rex Rolfing and seconded by Dean Karsky to adjourn the Informational Meeting at 5:34 p.m. Vice Chair Erpenbach called for a voice vote on that motion and all members voted yes.
