Informational Meeting 4:00 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Dean Karsky
Members Absent: Rex Rolfing and Mike T. Huether
Staff Present: Denise D. Tucker, CMC, Assistant City Clerk
1. Call To Order
Council Chair Sue Aguilar called the meeting to order at 4:00 p.m.
2. Land Use Committee
A. Report from meeting held on Monday, September 26, 2011
Erpenbach said they discussed some zoning amendments to define country clubs;
and some changes to be made to the licensed manufactured home parks ordinance.
Both items were moved on to the full Council. Discussion was also held on zoning
changes regarding street legal ATVs/utility trailers to be included in the definition
of small passenger vehicles. She said they are going to talk about that some more as
a committee. The committee is also discussing Urban Agriculture.
3. City Council Open Discussion
Brown said the Fiscal Committee would meet immediately following the
Informational Meeting. They will discuss the Sioux Empire County Fair, in
regards to the proposal by the County Commissioners for the City Sales Tax. No
action will be taken.
Brown said people have been asking him about financing for Lewis & Clark, in
light of lack of federal support. Mark Cotter, Director of Public Works, said they
can provide updates. He said Lewis & Clark is slated to start delivering water by
April 2012. Cotter said the City will then begin to start taking its contractual
minimum. A presentation will be given in November.
Jamison said they held an Audit Committee Meeting last Tuesday. He said they
covered several items: Transit Contract Compliance Report; Contract Agreement
Monitoring Report; a Fraud Policy; and working on the 2012 Audit Plan. Rich
Oksol, Lead Internal Auditor, provided an update.
Erpenbach thanked Brown for his years of service to the Homeless Advisory
Board. She replaced Brown on the Board. Erpenbach had her first meeting, as a
board member today, and provided an update.
Karsky said he attended two events last week, the Retired Senior Volunteers
Program annual banquet and recognition dinner; and the Civil Air Patrols' annual
banquet. He praised both events and the volunteers.
Anderson Jr. discussed a tour that was held of the Joe Foss School building, which
is for sale. He said the next step is to go to the Whittier Neighborhood Association
and asking the neighborhood how this building can continue to contribute to the
neighborhood and the City. Discussions will continue.
Jamison said, regarding the Transit Contract Compliance report, the Audit
Committee learned that a study hasn't been done of the rates that are charged, for
many years. Discussion followed.
Aguilar asked the Council if they would like to cancel the Informational Meetings
on the Mondays after Thanksgiving and Christmas. The Council agreed.

5. Adjournment
Council Chair Aguilar adjourned the meeting at 4:43 p.m.
