MINUTES Wednesday, January 2, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: Michelle Erpenbach and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Vice Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Councilor Greg Jamison discussed the inconsistencies regarding public input given during meeting items, at the City Council Meetings at 7:00 p.m. He said the 20 minute rule (limiting public input) which was used during the snow gates discussion, had been used in the past on multiple occasions going back as far as 2009. Jamison said there have been topics when the 20 minute rule has been used and others when it had not. He would like to see some consistency and uniform rules. Jamison mentioned the two question limit, used during Informational Meetings, is also something that the Council should discuss. He said a refresher course on meeting rules may be needed. Discussion followed. Entenman suggested reviewing these items during a working session. Councilor Sue Aguilar said the Operations Committee has taken a look at the City Council and Administration notebooks. The Committee is working to put together the best information and they are almost ready to present it to the Council. She said a working session would be the appropriate place to do that. Entenman said he will pass on this information to the Council Chair (Michelle Erpenbach) and will work to schedule a working session in the next 60 days. Jamison requested a review of the Memorandum of Understanding the Council received regarding the Railroad Relocation. Mark Cotter, Director of Public Works, was present to answer questions. Discussion followed. 3. Presentations A. Overview of the Sioux Falls EMS System by Sioux Falls Fire/Rescue Chief Jim Sideras; Metro Communications Director Daren Ketcham; Sioux Falls Police Department Captain Richard Miller; Sioux Falls Fire/Rescue Division Chief Jeff Helm; Rural/Metro Ambulance Operations Manager Tim Rave; and Trauma Surgeon/REMSA Medical Board Member Dr. David Strand. 4. Adjournment Council Vice Chair Jim Entenman adjourned the meeting at 5:08 p.m. Denise D. Tucker, CMC Assistant City Clerk
