MINUTES Tuesday, July 8, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk, CMC; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Member Greg Jamison spoke about working with David Bixler, Budget Analyst, on reviewing the CIP budget information. Jamison noted that he is the Chair for the Fiscal Committee and wants to help the Council understand the CIP better. He encouraged the Council to spend time with Bixler and review the budget/CIP information. Jamison reminded the Council that Bixler was hired specifically for this type of research and he is an excellent resource for reviewing the budget data provided. 3. Presentations A. Transit Task Force Final Report by Sam Trebilcock, Urban Planner; and City Council Task Force Co-Chairs Rex Rolfing and Greg Jamison Council Member and Task Force Co-Chair, Rex Rolfing, provided opening remarks regarding the timeline and goals of the Transit Task Force. Rolfing expressed appreciation to the following individuals for their participation and membership in the Task Force: Co-Chair Greg Jamison, Kenny Anderson, Jr., Todd Vik, Mark Lee, Lynne Hunter, Lyla Pedersen, Betty Oldenkamp, Chris Schiltz, Sarah Jennings, Bob Bohm, Vicki Kerkvliet, Phyllis Arends, Koni Sims, Orlen Tschetter, Kate Heligas, Lon Clemenson, Jean Crowe, Myron Moore, Molly Keegan, Jim David, David Bixler, Amber Gibson and Sam Trebilcock. Transit Planner Sam Trebilcock reviewed a PowerPoint presentation that encompassed information from the Final Report for the Transit Task Force. The following slides were reviewed and discussed: Tasks; Goals; Objectives and Recommendations; Taxis and Private Assistance; Fixed Routes; Affordability; School Services; Fares and Increases; Transit Fund Balance Plan Changes; Operating Expenses; Projected Transit Revenue; and Non-ADA Self Trips. After discussion, it was noted this resolution would be presented at the City Council Meeting on Tuesday, august 12, 2014, at 7:00 p.m. Anderson Jr. said that is this was a resolution, this could be used as a guideline by the Administration for future changes. B. DRAFT Provisional Legislative Priorities by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager distributed and reviewed the following information: DRAFT Provisional Legislative Priorities 1) That the Sioux Falls City Council, in conjunction with the South Dakota Municipal League, opposes any legislation which would inhibit municipalities from providing services requested by citizens in whatever form the citizens approve and opposes any legislation that restricts local control over taxation and spending. 2) The Sioux Falls City Council supports legislation allowing municipalities alternative publication options. 3) The Sioux Falls City Council opposes any legislation that would reduce, remove, repeal or reallocate the municipal sales tax, liquor tax reversion or any other municipal revenues to any other unit of government or that would expand the power to impose a sale or use tax to any other unit of government. 4) The Sioux Falls City Council supports legislation extending owner occupied status to income based rental housing for property tax purposes. 5) The Sioux Falls City Council supports legislation to raise the threshold for requiring a performance bond to $50,000. 6) The Sioux Falls City Council strongly encourages the legislature to direct that any available water development funds be used to support completion of the Lewis & Clark Regional Water System in South Dakota. 7) The Sioux Falls City Council supports legislation appropriating funds from the general fund for the purpose of providing advance federal funds on a zero interest reimbursable basis for construction for Lewis & Clark Rural Water System facilities in South Dakota. Discussion was held regarding which items to retain or discard. Item No. 4 was of strong interest and was discussed in detail. Anderson Jr. noted there is some time remaining on action on this item. He suggested that we keep the suggestions as presented. Anderson Jr.  noted that the provisional priorities can be amended at the time of the final Resolution. David stated the provisional resolution would be presented at the City Council Meeting on Tuesday, July 15, 2014, at 7:00 p.m. David Bixler, Budget Analyst, was asked to provide budget implications regarding sales tax on food. Discussion followed. Anderson Jr. asked for further information on Item No. 7. Diane Best, Assistant City Attorney/Public Works Legal Advisor, provided an update on supporting additional funds for the Lewis and Clark Rural Water System. Discussion followed. 4. Adjournment Council Chair Dean Karsky adjourned the meeting at 5:28 p.m. Tamara Jorgensen, CMC Assistant City Clerk
