1. Call To Order
Council Chair Dean Karsky called the meeting to order at 4:00 p.m. He announced
that Legislative/Operations Manager Jim David's Staff Report would be moved to
the end of the meeting.

3. Audit Committee
A. Meeting of Thursday, April 16, 2015
Audit Committee Chair Rex Rolfing gave an update on last week's Audit
Committee Meeting. He said they discussed: the annual audit of the City of Sioux
Falls, an audit report on the Public Facilities Ticket Fees and an update on past
audit recommendations.
4. Public Services Committee
A. Meeting of Tuesday, April 14, 2015
Public Services Committee Chair Christine M. Erickson provided an update on last
week's meeting. An overview of home and business recycling requirements was
given.
5. City Council Open Discussion
Vice Chair Kenny Anderson Jr. invited Darrin Smith, Director of Community
Development/Public Parking, to give a presentation on the new
www.SiouxFallsHasJobs.com website. Smith acknowledged co-presenter Heather
Hitterdal, Communication Specialist. He said there is a contract on tonight's
agenda regarding the website.
Smith provided a brief background on unemployment and funding for a
Workforce Development Pilot Program. He said discussion for a website has
occurred for some time and this is something that other cities have. Electric Pulp is
the developer of the website. Smith explained the overall purpose of the website,
and the marketing of it.
Hitterdal explained how the website works with Indeed.com, regarding posting of
job listings. The website was launched on April 2, 2015. She gave an update on
usage of the website. Discussion followed.
Council Member Greg Jamison said the Governor's Office of Economic
Development is putting together, through the Development Foundation of Sioux
Falls, a presentation reviewing the Governor's new ad campaign trying to recruit
people to South Dakota, on Wednesday, April 29, 2015. The City Council will
be invited to attend.
Jamison said last Wednesday he was spoken to about a proposal to ban handheld
electronic devices while driving. He supports educating and providing funding for
information regarding the hazards of distracted driving.
Erickson suggested that a Legislative wrap up be held. Discussion followed.
6. Presentations
A. Municipal Official Decision-Making in Light of South Dakota House Bill 1106
and Hanson v. Minnehaha County by Dave Pfeifle, City Attorney
Dave Pfeifle, City Attorney, explained House Bill 1106, in light of the Hanson v.
Minnehaha County case, which was a South Dakota Supreme Court decision from
October 29, 2014. He spoke about the types of information the Council could
consider, procedural rules and how to move forward. Discussion followed.
B. Local and National Perspective on Zoos by Elizabeth Whealy, President and CEO
of the Great Plains Zoo and Delbridge Museum; and Jim Maddy, President and
CEO of the Association of Zoos and Aquariums
Elizabeth Whealy, President and CEO of the Great Plains Zoo and Delbridge
Museum, introduced Jim Maddy, President and CEO of the Association of Zoos
and Aquariums, from Washington, D.C.
Maddy spoke about: the work of the AZA; the importance of the Great Plains Zoo
in helping prevent the extinction of some animals; economic statistics of zoos;
popularity of zoos; zoo education; Great Plain Zoo exhibits; and the future
planning of the Great Plains Zoo.
Whealy reviewed the Visitor Service Model, which explains how visitors fulfill
the zoo's mission. Maddy spoke about the Great Plains Zoo upcoming re-
accreditation process. Discussion followed.
7. Adjournment
Council Chair Dean Karsky said Jim David's staff report was postponed to a future
meeting. He then adjourned the meeting at 5:35 p.m.
