MINUTES Tuesday, April 28, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers, Mike T. Huether Members Absent: None Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; and Dave Bixler, Budget Analyst 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Meeting of Tuesday, April 21, 2015 Council Member Rex Rolfing said a presentation was given on Project TRIM by Kelby Mieras, Park Operations Manager. In addition Brent O'Neil, Economic Development Manager, and Dave Bixler, Budget Analyst, gave an update on TIF Financing. Discussion followed on Project TRIM. 3. City Council Open Discussion Council Member Michelle Erpenbach reminded the Council and Sioux Falls citizens that the railroad corridor cleanup will be held on Saturday morning. One group will be meeting at 8 a.m. in the west parking lot at the railroad tracks between 14th and 18th Streets and will go from Minnesota Avenue east through downtown. Another team will start at Triangle Park at 10th Street and Grange Avenue and will go both east and west. Erpenbach encouraged volunteering for this event and for each participant to bring heavy work gloves, wear close-toed shoes, and long pants. Council Member Christine M. Erickson stated she read a letter to the editor talking about garbage accumulating on vacant land, along fence lines, etc. Erickson has also been contacted twice this week about this issue. Discussion followed. Council Member Greg Jamison shared some photos of a home in disrepair. This home was brought to the Council's attention during the Board of Equalization Meetings in March. In checking the status of this home, Jamison learned that the home had an inactive building permit. He contacted the owner and the owner agreed to sell the property to the City. This house will be torn down, the land cleared, and a new home will be built on the property or a Governor's House could be moved in. Jamison thanked the following City staff members that assisted in this process including: Ron Bell, Chief Building Services Official; Mike Cooper, Director of Planning and Building Services; Lester Kinstad, Community Development Manager; and Paul Hess, Community Development Program Specialist. Council Member Kenny Anderson Jr. was also aware of this house and said that things can happen in a positive way if a neighborhood gets involved. 4. Presentations A. Indoor Aquatics Center Project Update by the Administration Don Kearney, Director of Parks and Recreation, gave an update on the new Indoor Aquatics Center. The following PowerPoint slides were reviewed: Project Goals; Design Plans-Building Exterior; Floor Plans for Main Level and Mezzanine Level; Site Plan; Design/Construction; 4-D Video; and Construction. Tracy Turbak, Finance Director, continued the PowerPoint presentation with the following slides: Outdoor Splash Pad; Financial Summary as of March 31, 2015; and Project Timeline. Discussion followed. TSP Architect Sean Ervin addressed various questions from the Council. Kendra Siemonsma, Special Projects Manager, also responded to questions. B. Monthly Financial Report by Tracy Turbak, Director of Finance Turbak presented the following PowerPoint slides: Sioux Falls MSA Unemployment; Building Permits YTD Permit Valuations; Sales Tax Collections Without Audits Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections Without Audits Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD, In addition, Turbak reviewed a slide entitled Events Center Operating Results. Discussion followed. Anderson Jr. asked Mayor Mike Huether to speak on the grand opening of the tennis center. Huether spoke about the Huether Family Match Pointe Facility as well as the Scheel's IcePlex, both located at the Sanford Sports Complex. 5.
