MINUTES Tuesday, May 5, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers, Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion There was none. 3. Presentations A. Annexation Project Update by Mike Cooper, Director of Planning/Building Services and Mark Cotter; Public Works Director Mike Cooper, Director of Planning/Building Services, stated the Subdivision Annexation Project was one of the City's Top 10 Projects for 2015. Cooper also introduced Project Manager, Debra Gaikowski. Cooper started the PowerPoint presentation with the following slides: Steering Committee and Project Benefit. Mark Cotter, Director of Public Works, continued the presentation with the following slides: Accomplishments; Risk Planning; and Next Steps. Discussion followed. Mayor Mike Huether left the meeting at this time. B. Presentation of Two Reports: Public Facility Ticket Fee and Follow-Up on Status of Audit Recommendations by Rich Oksol, Internal Audit Manager Rich Oksol, Internal Audit Manager, reviewed the Follow-Up on Status of Audit Recommendations. He highlighted the 2012 audit completed for Light and Power  and an audit done for the Street Department prior to 2012. Oksol presented the Public Facility Ticket Fee audit. This will also be discussed at the Fiscal Committee Meeting following this meeting. Discussion followed. 4. Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3); and discuss personnel matters pursuant to SDCL 1-25-2(1). A motion was made by Council Member Kenny Anderson Jr. and seconded by Council Member Rick Kiley to go into Executive Session at 4:50 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3); and discuss personnel matters pursuant to SDCL 1-25-2(1). City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. A motion made by Council Member Christine M. Erickson and seconded by Council Member Rex Rolfing to go out of Executive Session at 6:03 p.m. City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 5.
