MINUTES Tuesday, June 20, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach (arr. 4:01 p.m.), Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mayor Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of Tuesday, June 13, 2017 Committee Chair Marshall Selberg stated that background information was provided by Council Member Michelle Erpenbach regarding the rental registration ordinance. In addition, public input provided additional feedback on this topic. Selberg stated that, due to time restrictions, the Citizens Planning Academy topic was rescheduled to today's Informational Meeting. 3. City Council Open Discussion Council Member Christine M. Erickson spoke about being a trustee member on the Municipal League Board. The meetings held on June 14 and 15 encompassed the topics of TIF Task Force updates; code enforcement updates; liquor task force; Department of Revenue/sales tax concerns; and noting that the 2017 Conference will be held on October 3, in Sioux Falls. Erpenbach spoke about her attendance at a recent block party. She stated that members of Fire Rescue and the Police attended the gathering and met with the residents. The children enjoyed viewing and climbing on the police and rescue vehicles and equipment. With some stipulations, this opportunity is available to all citizens upon request and Erpenbach talked about the form that needs to be completed in advance. Council Member Theresa Stehly spoke about a recent neighborhood watch program and encouraged citizens to report any crime activity. Council Member Pat Starr spoke about participating in a neighborhood association picnic at Lacey Park on Saturday, June 17.  Erickson spoke about taking tours of the Metro 911 facilities. Discussion was held regarding what kind of coverage is provided to unannexed parcels of land. Stehly spoke about participating in a Metro 911 tour on Friday, June 16, and discussed mutual aid agreements. Kiley spoke about the workplace environment for Metro 911 staff and recommended approving future appropriations for them to use for improvements in their workplace environment. 4. Presentations A. Let's Get Acquainted: Team Zoning by Shawna Goldammer, Zoning Enforcement Manager. Presentation: Approximately 15 minutes followed by discussion Goldammer’s presentation included: Planning and Building Services; the Team Zoning Group; Permits; Inspections; Plan Checks; Zoning Board of Adjustments, Variances, Appeals; Program Support; and an update on Zoning Enforcement Cases. Discussion about the compliance of real estate signage along Minnesota Avenue followed. Council Member Greg Neitzert complimented this department and staff for their good work. B. May Financial Report by Tracy Turbak, Director of Finance Presentation: Approximately 15 minutes followed by discussion Turbak’s presentation included: Sioux Falls MSD Unemployment; Building Permits YTD Building Valuations; Sales Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; Revenue & Expense YTD; and Sioux Falls Taxable Sales Breakdown. Discussion about the impact the agriculture economy and online shopping are having on the local economy followed. Kiley noted that the statistics are similar on a state wide and regional basis. Additional discussion occurred regarding the sales tax amount received from online sales. C. Citizens Planning Academy by Russ Sorenson, Urban Planner; and Jason Bieber, Urban Planner; and Sam Trebilcock, Transportation/Transit Planner Presentation: Approximately 10 minutes followed by discussion Sorenson’s presentation included: The Citizens' Planning Academy process; Description; Planning 101; Session 1 and 2: What is City Planning?; Session 2 of 2: Beyond the Basics; Citizens' Planning Academy Registration; and Proposed Timeline. Discussion regarding soliciting public feedback and input, what are the successes through national trends, what professions would benefit from this  academy, and suggestions on how to recruit citizen participation followed. 5.
