MINUTES Informational Meeting Tuesday, January 9, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole (arr. At 4:08 p.m.), Alex Jensen (arr. at 4:05 p.m.), Rich Merkouris, Greg Neitzert, Curt Soehl, Pat Starr Council Members Absent: Marshall Selberg 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, January 4, 2024 (Council Member Starr) Council Member Pat Starr gave the report from the Siouxland Heritage Museum Board Meeting. 3. Councilor Remarks Council Member Greg Neitzert stated he attended an Augustana Hockey game this weekend and shared that the new Augustana Hockey Arena would be open in a couple of weeks. 4. Presentations A. Briefing From South Dakota Trade by Luke Lindberg, President and CEO Presentation: Approximately 15 minutes followed by discussion Luke Lindberg, President and CEO of South Dakota Trade, gave a presentation on South Dakota Trade (presentations are attached to the agenda). There was no public comment. There was some discussion and questions from the Council which were answered by Lindberg. B. Billboard Opportunity Districts by Councilor Greg Neitzert Presentation: Approximately 15 minutes followed by discussion Neitzert gave a presentation on Billboard Opportunity Districts.  There was discussion and questions from the Council which were answered by Neitzert. The presentations are attached to the agenda. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Soehl and seconded by Council Member Jensen to enter Executive Session at 4:51 p.m. for the purpose of consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Roll call vote to enter Executive Session. 7 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Starr; 0 No: (None). Motion Passed. 7.
