Informational Meeting

1. Call To Order
Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich
Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason
Council Members Absent: None
Council Chair Curt Soehl called the meeting to order at 4 p.m.
2. Councilor Remarks
There were none.
3. Presentations
A. Introduction of Chief Building Official and Update on City Building Codes by Jeff
Eckhoff, Director of Planning & Development Services; Neil King, Chief Building
Official
Presentation: Approximately 15 minutes followed by discussion
Jeff Eckhoff, Director of Planning & Development Services introduced Neil King,
Chief Building Official.
King gave an update on the City's building codes (presentation attached to the
agenda). Following the presentation, there was some discussion and the questions
asked by the Council were answered by King and Eckhoff.
B. 2025 Legislative Priorities Discussion by Jim David, Chief Administrative Officer
Presentation: Approximately 15 minutes followed by discussion
Jim David, Chief Administrative Officer, presented some proposed 2025 legislative
priorities (presentation attached to the agenda). Following the presentation, there
was some discussion had by the Council. Council provided some additional
guidance to David regarding Council priorities.
4. Public Comment
Rick Knobe spoke about building codes and shared some information with the
Council on what surrounding states are doing.
Jeff Smith spoke on a study that analyzed costs increases and benefits of moving
from the current energy conservation code used by the City, to an updated one.
Arlene Brandt-Jenson spoke about climate change and updating building codes.
Stacey McMahon spoke about the energy code, and which versions of the energy
code that surrounding states are using.
Norman Bliss spoke about climate change, some causes of it, and needing to
mitigate it.
Julia Natvig spoke on differences in energy costs in her current residence and her
previous residence, climate change, and energy efficiency.
Cathy Brechtelsbauer made a brief comment on updating the building codes and
climate change; she also spoke on food insecurity and encouraged that it be
included in the legislative priorities.
Jordan Deffenbaugh spoke on using data to make decisions, revizing the building
codes, using an incremental approach to updating the codes, and using
collaboration on large issues.
5. Adjournment
The meeting was adjourned at 5:01 p.m.
