1. Call To Order
Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich
Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg
Council Members Absent: Richard L. Thomason
Meeting called to order at 4 p.m. by Council Chair Curt Soehl.
2. Committee/Commission Reports
A. Audit Committee: Wednesday, April 2, 2025 (Council Members: Barranco (Chair),
Merkouris, Sigette, Spellerberg)
Councilor David Barranco gave the report from the April 2, 2025 Audit Committee
Meeting.
B. South Eastern Council of Governments (SECOG): Wednesday, April 2, 2025
(Council Members Basye and Sigette)
Councilor Miranda Basye gave the report from the April 2, 2025 SECOG Meeting.

A. Sioux Falls’ Historic Districts and their economic, cultural and community benefits.

Architecture and SD State Historical Society president; Lura Roti, Cathedral Historic
District Neighborhood volunteer and SD State Historical Society Trustee and Diane
de Koeyer, City of Sioux FallsNeighborhood & Preservation Planner.
Presentation: Approximately 15 minutes followed by discussion
Diane de Koeyer, Neighborhood and Preservation Planner, City of Sioux Falls, gave
a brief introduction of the presenters. Dr. Ben Jones, SD State Historical Society
Executive Director; Lura Roti, Cathedral Historic District Neighborhood volunteer
and SD State Historical Society Trustee; Tom Hurlbert, Co-op Architecture and SD
State Historical Society President; and Adam Nyhaug, Museum Registrar Siouxland
Heritage Museums, who gave a presentation on the Sioux Falls Historic Districts
and their economic, cultural, and community benefits (presentation attached to the
agenda).
Following the presentation, questions asked by the Council were answered by the
presenters.
B. Network of Care Update by Janet KIttams, Helpline Center CEO; Shauna
Batcheller, Helpline Center Care Coordination Program Director
Presentation: Approximately 15 minutes followed by discussion
Janet Kittams, CEO, Helpline Center, and Shauna Batcheller, Coordination
Program Director, Helpline Center, gave an update on the Helpline Center Network
of Care (presentation attached to the agenda).
Following the presentation, questions asked by the Council were answered by the
presenters.
