MINUTES Informational Meeting Tuesday, May 6, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Meeting called to order at 4 p.m. by Council Chair Curt Soehl. 2. Committee/Commission Reports A. Metro Management Executive Board: Monday, April 21, 2025 (Council Members Cole and Soehl) Soehl gave the report from the April 21, 2025 Metro Management Executive Board meeting. B. Operations Committee: Tuesday, April 22, 2025 (Council Members: Merkouris (Chair), Barranco, Basye, Soehl) Council Member Rich Merkouris gave the report from the April 22, 2025 Operations Committee meeting. C. Siouxland Heritage Museum Board: Thursday, May 1, 2025 (Council Member Soehl) Soehl gave the report from the May 1, 2025 Siouxland Heritage Museum Board meeting. 3. Councilor Remarks Council Member Miranda Basye spoke about conversations with community members in the 60th St. North area, and thanked Merkouris and Public Works Director, Mark Cotter, for the assistance that they provided. 4. Presentations A. Licensing 101 by Jamie Palmer, Licensing Specialist; Keith Allenstein, Senior Assistant City Attorney  Presentation: Approximately 10 minutes followed by discussion Jamie Palmer, Licensing Specialist, gave a presentation on alcohol licensing (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Palmer. B. Westside Recreation Center Update by Jackie Nelson, Recreation Manager; Brett Kollars, Assistant Director of Parks and Recreation; Don Kearney, Director of Parks and Recreation Presentation: Approximately 15 minutes followed by discussion Brett Kollars, Assistant Director of Parks and Recreation, gave an update on the Westside Recreation Center (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Kollars. 5. Public Comment There was none. 6. Executive Session A. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Barranco to enter Executive Session at 4:48 p.m. for the purpose of preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4). Roll call vote to enter Executive Session. 8 Yes: Barranco, Basye, Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed. 7.
