Quorum Determination Call To Order Meeting Procedures - City Staff B Schweitzer read the meeting procedures for board members and public members attending virtually and in person. Approval of Agenda - Chair Board Member Emmanuel Gutierrez made the motion to adopt. Board Member Sonsalla seconded the motion. Motion passed 4-0. PTAB Meeting Minutes - Chair Board Member Nikki Whiting made the motion to adopt. Board Member Sonsalla seconded the motion. Motion Passed 4-0. Unfinished Business a. 5310 Recommendations Submitted to SD DOT Staff: S Hegyi Sean Hegyi reviewed the slate of 5310 applications that have been submitted to the SDDOT for recommendation for consideration for funding. Seven applications were received, with $472,940 available for allocation. South Dakota DOT will proceed with the next steps of this process. New Business a. Remodel of Depot and SAM office restrooms - Informational Staff: B Schweitzer Bren Schweitzer informed PTAB of the plan to remodel and update the Bus Depot facility for safety, security and improvement. Plans are being reviewed. The restroom facilities at the main office are also being updated. It was requested that a large clock be installed at the Depot, possibly outside and inside. b. SAM Reimagined Planning Summary Report 2025 online - Informational Staff: B Schweitzer Via's contract included the requirement of a summary report for the planning of the transit update. This document: SAM Reimagined Planning Summary Report 2025 is posted online at https://www.siouxfalls.gov/government/boards-commissions/public- transit-advisory-bd. This comprehensive document explains the focus, process and plan for the changes implemented as well as the direction of the future of public transportation for Sioux Falls. c. May PTAB meeting will be moved to May 19th due to the Memorial Day holiday Staff: Operations Report a. March Operations Report - Informational Staff: G Wright / J Martin Using data from 3/31/2025, ridership is reflecting an overall increase of 9%, for a total of 156,963 YTD passengers. This YTD breakdown is: Fixed Route: 123,092 Paratransit 11,649 OTP 94.3% Micro 22,222 The 2/3/2025 Change Day update summary reflects positive impacts for the increased AM hour of service for the Purple and Red routes, with smaller increases for the extra hour of service on the Orange and Green routes. The airport stop on the Black route has noted activity, with the confidence of continued increase. Public input on non-agenda items - Chair Public Input on non-agenda items included: - Questioned On-Demand wait time (22 minutes). - Long-term sustainability for On-Demand? This could result in the introduction of new fixed routes if data supports. - What are the bus speeds? This will be checked on; however, the routes and stops are reflective of speed limits with stops factored in, resulting in less than actual speed limits. - App questions were presented. This app is universal to other systems, not just SAM. Certain requests are not possible. Adjourn Board Member Nikki Whiting made the motion to adopt. Board Member Sonsalla seconded the motion.
