Members Present: Council Member Kenny Anderson, Jr., Council Member Christine M.
Erickson, Council Member Michelle Erpenbach, and Council Member Kermit L. Staggers
Members Absent: None
Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; David
Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager
1. Call To Order
Committee Chair Christine M. Erickson called the meeting to order at 5:23 p.m.
2. Review and approval of Minutes dated November 10, 2015
A motion was made by Michelle Erpenbach and seconded by Kenny Anderson Jr. to
approve the minutes. Erickson called for a voice vote. All members voted yes.
Motion Passed.
3. The Compass Center by Michelle Markgraf, Executive Director
Michelle Markgraf, Executive Director of the Compass Center, provided an overview of
their organization and reviewed the following PowerPoint slides: About Us: Our
Mission; About Us: Our History; About Us: Our Funding; About Us: Our Staff;
Domestic Violence; Sexual Assault; Statistics (Nationally, South Dakota and Sioux
Falls); Services for Survivors; Services for Offenders; the Equality and the Power and
Control Circles; and Our Impact. Discussion followed.
4. South Dakota Board of Massage Therapy by Jennifer Stalley, Executive
Secretary
Jennifer Stalley, Executive Secretary for the South Dakota Board of Massage Therapy,
reviewed the following PowerPoint slides: Board's Mission; Board's Members; Board's
History; State Licensee Trends/Requirements; Board's Role; Massage Therapy/Practice
Definition; Unlicensed Practice; Proposed Changes to State Law (HB 1027); Concepts
Considered - Not Proposed; Collaboration Opportunities; and Statewide Licensure.
Massage therapists Veronika Ludewig and Rhanda Heller spoke regarding illegal
massage activity in Sioux Falls. Suggestions were made on how to improve the existing
procedures and ordinances. Discussion followed.
Jill Franken, Health Director, and Matt Burns, Chief of Police provided additional
input. Franken stated she thought the existing regulations were working and additional
regulations are not necessary at this time.
Burns stated that the Police Department is working on these issues on a complaint basis
and have been very successful. He stressed the importance of continuing communication
with the massage licensing board.

There was none.
6. Adjournment
