MINUTES Tuesday, March 8, 2016 Public Services Committee 4:35 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Kenny Anderson Jr., Council Member Christine M. Erickson, Council Member Michelle Erpenbach, and Council Member Kermit L. Staggers Members Absent: None. Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 4:35 p.m. 2. Meeting of Tuesday, February 9, 2016 A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Kenny Anderson Jr. to approve the minutes. A voice vote was taken and all members voted yes. Motion Passed. 3. Emergency Alert Strategies by Regan Smith, Emergency Manager Regan Smith, Emergency Manager, reviewed the following PowerPoint slides: Outdoor Warning Sirens; Siren Activation; Public Warning System; Emergency Notification Systems; and the IPAWS Architecture (flowchart). Discussion followed. 4. Secondary Access Road by Mike Cooper, Director of Planning and Building Services Mike Cooper, Director of Planning and Building Services, reviewed subdivision maps along with the following distributed information: 157.115 Minimum Subdivision Improvements. A) Where development engineering plans are approved and plats within the development engineering plan are platted, utilities will be required to be extended to the edge of adjacent platted land. B) Land developments served with one paved city street, private drive, or driveway, functioning as the entrance/exit, shall provide a second public access road prior to exceeding 100 residential units. The second public access road shall be a minimum of 24-ft. wide, gravel maintained with dust control, or a paved surface. All existing units served by the one paved city street shall apply toward total, regardless of the number of owners or subdivisions served by the access. Discussion followed. Cooper stated this information will be presented to the City Planning Commission along with the Infrastructure Review Advisory Board. After that, this topic will be brought before the City Council at a future Informational Meeting. 5. Open Discussion Anderson Jr. spoke about serving eight years on the Public Services Committee. He and Council Member Kermit Staggers expressed appreciation to each other for their years of service on this committee. Erpenbach and Erickson expressed appreciation to both of the outgoing Council Members for their years of service on this committee as well as their other activities. 6. Adjournment Committee Chair Christine M. Erickson adjourned the meeting at 5:20 p.m. Tamara Jorgensen, MMC Assistant City Clerk
