Parks & Recreation Committee Meeting
Virtual Meeting
March 16, 2021 – 6:00 PM
Agenda
1. Call to order – started at 6:03 p.m.
In attendance – Chairwoman Tabi Gott, Vice Chairman Gerald Brown, members, Darryl
Bowen, Brian Milburn, Mike Pearson, and staff liaison Danielle Pope.
2. Minutes - motion to accept the minutes, motion passed
3. Parks Master Plan –
• Chairwoman Gott – use the plan from 2007 as a guidance and move forward. She’d like us to
continue with the grants within the next 6 months.
o GB – is only aware of the $110k
• We talked about the recently approved grants I found that I had; basketball courts for
Greens Meadows and Sunnyside Village parks.
4. Our role vs. not our role –
• That’s always been hard because wires get crossed. Mike agrees, it’s always been unclear
what the committee’s role is.
o GB – we are a community advisory committee, and we make recommendations to
the Town Manager/Council. We are a navigator to bring everyone together. We
were going to work with JBM and the Boys and Girls Clubs to setup a night of
basketball. Getting info from the two skatepark advocates. Using other committees
to get ourselves out there – like a table at the 4th of July Association’s events. He said
that whomever is from Public Works who is supposed to on the committee also
needs to be involved.
5. Inclusion of Smyrna Fire Department, Smyrna Police Department, Economic Development
Committee, etc. representatives on committee
• Chairwoman Gott – we never have/get everyone together so that everyone is aware; this
way we do not cross over boundaries. Plus, we also need to involve other departments if we
have something come up. We need to enhance what we have.
o Darryl Bowen – agrees that it’s important to have others involved because
sometimes kids/groups can get out of hand.
• Chairwoman Gott – talked about fixing up the skate park. Getting these departments
together and see what they expect and need from this committee; as guests not voting
members.
• Vice Chairman Gerald Brown – talked about the issues that could arise from putting splash
pads at certain parks – parking, safety.
• Member Brian Milburn – talked about the parks and the grants and provided his ideas.
o Vice Chairman Gerald Brown agrees, but we have to finish one project before
starting another, while expanding on ideas for upcoming projects to fulfill in the
future.
6. Recognize Armed Forces Day, May 15th –
• Chairwoman Gott asked Town Manager Andrew Haines if we could hang banners from the
Route 1 Overpass and we need approval from DelDOT. Would like to thank service members.
o GB – would like me to find out what we need to do to have a banner hang
7. Other committee business –
• Chairwoman Gott thanked everyone for their work and inputs
• Next meeting in April is on Tues. the 6th, at 6p
• Vice Chairman Brown reminded me to look into DelDOT and getting flags hung up
8. Adjournment –
• 7:05 p.m.
