CALL TO ORDER
Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for
those wishing to provide public comment for both in-person and remote via Zoom .

The clerk called the roll and stated that five members were present.

There were no persons present wishing to provide public comment.

ACTION ITEMS
1. Ordinance 23-091, approving agreement with Washington State 2023-1034
Department of Health for the sharing of opioid overdose data
Cynthia Foley, Legislative Analyst, provided a staff report and said this
ordinance would authorize the execution of the agreement and noted a
substitute ordinance describing broader access to essence data sets and
expanded programmatic uses for the data.
ACTION: Move the ordinance and substitute ordinance to Administrative
Matters, General Legislative Session October 4th, to set time and date for public
hearing.
2. Ordinance 23-093, approving Amendment No. 16 to consolidated 2023-1024
contract with Washington State Department of Health and providing
authority for future amendments regarding Covid-19 LHJ Gap
Funding, Executive Office of Resiliency & Health Security - WFD
LHJ, Office of Immunization - FSU Ukrainian Community Outreach
Resource Center, Office of Immunization - Ukrainian Outreach
Support
Cynthia Foley, Legislative Analyst, provided a staff report and said this ordinance
authorizes the execution of Amendment No. 16 to the contract. She said the
amendment revises or adds statements of work for 11 programs and increases
the contract total by $3,519,641.00.
ACTION: Move to Administrative Matters, General Legislative Session October
4th, to set time and date for public hearing.
