CALL TO ORDER
Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for
those wishing to provide public comment for both in-person and remote via Zoom .

The clerk called the roll and stated that five members were present.

1. Motion 23-421, authorizing the executive to sign agreement for 2023-1166
STD/HIV testing and treatment services with Ezzia Healthcare,
PLLC
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion grants authority to contract with Ezzia Healthcare, PLLC, for STD and
HIV services. She indicated the contract maximum for all charges and fees is
$60,000.00.
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
Agenda items #2, #3 and #4, Motions 23-470, 23-472 and 23-507 were discussed
together
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
Snohomish County Department of Health is establishing agreements with local
jurisdictions to provide naloxone in exchange for data regarding opioid overdoses.
2. Motion 23-470, authorizing the Executive to sign the Agreement for 2023-1296
Naloxone Distribution (Leave-Behind Program) between
Snohomish County and City of Everett
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
3. Motion 23-472, authorizing the Executive to sign the Agreement for 2023-1298
Naloxone Distribution (Leave-Behind Program) between
Snohomish County and Snohomish County Fire District #16
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
4. Motion 23-507, authorizing the Executive to sign the Agreement for 2023-1375
Naloxone Distribution (Leave-Behind Program) between
Snohomish County and North County Fire & EMS

5. Motion 23-483, authorizing the Executive to sign an amendment 2023-1297
with Latino Educational Training Institute to provide advancing
health literacy to enhance equitable community responses to
Covid-19 Grant Funding
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion authorizes amending the agreement for disseminating health information
and improving health care delivery. She said the amendment increases
allowable charges by $200,000.00, bringing the contract maximum to
$400,000.00 and the grant has been extended to June 30, 2024.
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
6. Motion 23-422, approving the 2023-2025 Snohomish County 2023-1170
Criminal Justice Treatment Account (CJTA) Plan and authorize the
County Executive to approve CJTA contracts and amendments
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion approves the Plan and authorizes the Executive to execute an ensuing
contract with the Health Care Authority for administering funds and the County is
eligible for $425,820.00 per year. She provided additional background
information.

7. Motion 23-437, approving a budget transfer or reallocation within 2023-1174
the Department of Human Services (Court Appointed Special
Advocate)
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion reallocates pending grant funding to pay for expanded Court Appointed
Special Advocate (CASA) program activities and was not anticipated in the 2023
budget. Ms. Foley noted an offsetting reduction is being made from Human
Services Pending Grants.

8. Motion 23-438, approving a budget transfer or reallocation within 2023-1175
the Department of Human Services (Energy Assistance Fund)
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion approves a transfer of $1,088,000.00 in funding from pending grants to
the Energy Assistance Program.
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
9. Motion 23-451, amending the 2023 Annual Action Plan to expand 2023-1268
the population served for an existing CDBG Project
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion amends the 2023 Annual Action Plan expanding the population served
by the YWCA Families in Transition (YWCA-FIT) project to serve households
without children.
ACTION: Move to Consent Agenda, General Legislation Session December 6th
for consideration.
10. Motion 23-492, approving the 2023 Housing and Behavioral Health 2023-1347
Capital Fund Investment Plan and authorizing the director of
Human Services to execute necessary documents
Cynthia Foley, Legislative Analyst, provided a staff report and explained the
motion authorized the Director of Human Services to execute all appropriate
documents requisite to implementing the plan. Ms. Foley discussed various
supportive housing projects, indicated there is a proposed substitute motion and
a potential amendment to the substitute motion, which will be presented at the
General Legislature Session.
Mary Jane Brell-Vujovic, Human Services Director, discussed the proposed
potential amendment to the substitute motion and responded to questions from
committee members.
ACTION: Move to Consent Agenda, General Legislation Session December
13th for consideration.
