CALL TO ORDER
Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions
for those wishing to provide public comment for both in-person and remote via Zoom .

The clerk called the roll and stated that four members were present.

ACTION ITEMS
1. Ordinance 23-032, relating to the Growth Management Act; 2023-0319
concerning building separation, amending Section 30.23.300 of the
Snohomish County Code
Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained
that this ordinance would help to improve fire safety for three-story homes.
Mr. Countryman responded to a question from Committee Vice-Chair Dunn
regarding home owner's insurance.
ACTION: Move to Administrative Matters, General Legislative Session, April
26th to set time and date for public hearing.
2. Ordinance 23-033, relating to Growth Management; concerning 2023-0325
building height requirements; amending Chapters 30.23 and
30.91B of the Snohomish County Code
Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He spoke to
the ordinance's potential impact to building height exemptions; roof types; and
daylight basements. He said the Amendment Sheet would allow applicants with
vested projects to opt-in to the new provisions. Discussion ensued.
ACTION: Move to Administrative Matters, General Legislative Session, April
26th to set time and date for public hearing.
3. Motion 23-135, confirming the appointment of Jennifer Keene to 2023-0353
the Community Services Advisory Council
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
the appointees qualifications.
ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.

4. Motion 23-140, authorizing the Executive to execute an Option to 2023-0364
Lease Land to Salire, LLC at the Snohomish County Airport
Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said the
lease is for an initial twelve months with one six month extension possible and
he explained the potential fiscal impact of the lease for Snohomish County.
ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.

the role of the Board of Equalization and the terms of the appointees.
5. Motion 23-141, appointing Robert Bodkin of Mukilteo to the Board 2023-0345

consideration.
6. Motion 23-142 reappointing David Little of Tulalip to the Board of 2023-0346

ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.
7. Motion 23-143, reappointing Dwight Phillips of Woodinville to the 2023-0348
Board of Equalization

1. Summary and Council Discussion of Ideas from the “Opening 2023-0432
Doors to Home Ownership” Panel Series
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and
summarized the ideas presented at the prior housing panel discussions.
Discussion ensued.
