Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. He briefly explained the background of the Snohomish County Arts Commission and the qualifications of the appointees. 1. Motion 23-155, confirming the appointment of Jaym Gates to the 2023-0377 Snohomish County Arts Commission ACTION: Move to Consent Agenda, General Legislative Session May 10th for consideration. 2. Motion 23-156, confirming the appointment of Joy Ratzel to the 2023-0378 Snohomish County Arts Commission ACTION: Move to Consent Agenda, General Legislative Session May 10th for consideration. 3. Motion 23-157, confirming the reappointment of Kari Johnson to 2023-0379 the Snohomish County Arts Commission The Council directed staff to amend the motion to clarify that it is for the reappointment of Kari Johnson. ACTION: Move to Consent Agenda, General Legislative Session May 10th for consideration. 4. Motion 23-163, confirming the nomination of Joshua Marcy as the 2023-0428 Snohomish County Airport Director Ryan Countryman, Sr. Legislative Analyst, provided a staff report. Motion 23-166, approving and authorizing the reappointment of 2023-0374 Civil Service Commissioner Howard Knoepfle Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained the role of the Commission and the background of the appointee. ACTION: Move to Consent Agenda, General Legislative Session May 10th for consideration. 6. Motion 23-170, authorizing the County Executive to execute a 2023-0441 contract with Quadient Leasing USA, Inc. pursuant to RFP-22-037BC-S for mail machines and online mailing services at Snohomish County Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said the proposed contract is for a term of 60 months and that the total cost over the life of the contract is a little over $67,000.00. He explained the role and background of the Planning Commission and the qualifications of the appointees. Mr. Countryman responded to a question from Committee Vice-Chair Dunn regarding scheduling. 7. Motion 23-180, reappointing Raymond Sheldon Jr. to the 2023-0484 Snohomish County Planning Commission ACTION: Move to Administrative Matters, General Legislative Session, May 10th to set time and date for public hearing. 8. Motion 23-183, reappointing Robert Larsen to the Snohomish 2023-0483 County Planning Commission ACTION: Move to Administrative Matters, General Legislative Session, May 10th to set time and date for public hearing.
