Clerk of the Council Tuesday, May 16, 2023 11:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Low (remote) Committee Member Mead Committee Member Peterson (not present) Dave Boehnlein, Rooted Northwest Amber Piona, Planning and Development Services Ryan Countryman, Council Staff Lisa Campfield, Asst. Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:25 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-188, authorizing the County Executive to sign the 2023-0496 interagency agreement with state of Washington, Department of Natural Resources for Wildfire Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said the County would cover the upfront costs of travel, equipment and staff, but the Washington State Department of Natural Resources would reimburse the County under the terms of the agreement and that the duration of the agreement is from the date of execution to December 31, 2028. ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 2. Motion 23-191, reappointing Mark James to the Snohomish County 2023-0528 Planning Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He briefly explained the appointees qualifications and said that the term of the reappointment would conclude on July 1, 2027. ACTION: Move to Administrative Matters, General Legislative Session, May 24th to set time and date for public hearing. 3. Ordinance 23-051, relating to Growth Management; promoting 2023-0555 innovative housing types in the R-5 Zone; adding a new Chapter 30.41H (Rural Village Housing Demonstration Program); and adding a new section to Chapter 30.86 of the Snohomish County Code Ryan Countryman, Sr. Legislative Analyst, provided a staff report and PowerPoint presentation outlining the ordinance, including background, definitions, proposed code requirements, challenges, and next steps. Mr. Countryman responded to questions from Committee Vice-Chair Dunn about Department of Natural Resources and forest management. Dave Boehnlein, Rooted Northwest, presented a PowerPoint presentation describing the background, inspiration, and development strategy of the current development proposal of Rooted Northwest. Discussion ensued and Councilmembers expressed their thanks and support for Mr. Boehnlein and Rooted Northwest. HO-5 Report - Amber Piona, Planning & Development Services 2023-0559 [Committee Member Mead left the meeting at 12:00 p.m.] Amber Piona, Planning and Development Services, presented a PowerPoint presentation outlining the Housing Characteristics and Needs Report, including information on the HO-5 Reports Chapters and Appendices; 2044 Housing Need Allocation; and upcoming dates pertinent to the County.
