Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. Motion 23-272, approving the Summer 2023 Open Space Taxation 2023-0627 Applications Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. Steve Skorney, Planning & Development Services, provided a PowerPoint presentation. He provided an overview of the administrative process and provided a review of the properties for the following 14 applications. Mr. Skorney answered a question about differing acreage in the applications from Committee Chair Nehring. Motion 23-244, concerning approval of the Cross Valley Water and 2023-0658 Wastewater District 2022 Comprehensive Water and Wastewater Plan Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this motion would approve the Cross Valley Water and Wastewater District's 2022 plan, authorizing the district to incur debt to make improvements as outlined in the plan. ACTION: Move to Regular Agenda, General Legislative Session June 28th for consideration or to set time and date for a public hearing if necessary. 3. Motion 23-254, authorizing an increase in the number of 2023-0393 employees authorized in the 2023 Annual Budget in the Airport Fund 410 by adding a management exempt position for the Airport Department Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that the 2023 Budget has sufficient funding available for the proposed new position. ACTION: Move to Consent Agenda, General Legislative Session June 28th for consideration. 4. Motion 23-260, appointing an Airport Commission nomination 2023-0694 (Business Community Representative) Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained the role of the Airport Commission and current vacant position. He said, if appointed, the appointee's term would expire on January 31, 2026. ACTION: Move to Consent Agenda, General Legislative Session June 28th for consideration. 5. Ordinance 23-050, relating to Growth Management, amending the 2023-0513 Snohomish County Zoning Map to correct errors in the implementation of Amended Ordinance No. 21-060 Ryan Countryman, Sr. Legislative Analyst, provided a staff report. Page 3 of 4 Planning and Community Meeting Minutes June 20, 2023 Development Committee David Killingstad, Planning and Development Services, provided a presentation explaining the proposed individual zoning map changes. ACTION: Move to Administrative Matters, General Legislative Session June 28th to set time and date for a public hearing. Committee Vice-Chair Dunn not present at 11:31 a.m. 6. Ordinance 23-057, relating to fireworks; amending Snohomish 2023-0614 County Code Section 30.53A.710 Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that the proposed ordinance would prohibit the sale of fireworks in parts of Snohomish County where firework use is currently prohibited by Code. He explained that due to requirements in State law, if passed, the proposed ordinance would likely go into effect no sooner than one year after adoption . Discussion ensued regarding the efficacy of current firework bans, modified bans, communication of the potential effective date of the proposed ordinance, and the ability for councilmembers to contact state officials or prosecutors to help aid with this ordinance. ACTION: Hold in Committee for further discussion. 7. Ordinance 23-062, relating to the Growth Management Act, 2023-0675 amending Appendix B of the Countywide Planning Policies for Snohomish County to Establish 2044 Initial Housing Growth Targets Ryan Countryman, Sr. Legislative Analyst, provided a staff report. Stephen Toy, Planning and Development Services, provided a detailed PowerPoint presentation. Discussion ensued.
