Snohomish County Council Planning and Community Development Committee Meeting Minutes Nate Nehring, Committee Chair Megan Dunn, Committee Vice-Chair Committee Members: Sam Low, Jared Mead, Strom Peterson Ryan Countryman, Senior Legislative Analyst Russell Wiita, Legislative Aide Lisa Campfield, Asst. Clerk of the Council Tuesday, July 18, 2023 11:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Low Committee Member Mead Committee Member Peterson Ryan Countryman, Council Staff Lisa Campfield, Asst. Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:04 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT The following individuals provided public comment: William Lider, Lynnwood, expressed concerns surrounding Ordinance 23-057. Debra Wetzel, expressed concerns surrounding Ordinance 23-057. Page 1 of 3 Planning and Community Meeting Minutes July 18, 2023 Development Committee ACTION ITEMS 1. Ordinance 23-057, relating to fireworks; amending Snohomish 2023-0614 County Code Section 30.53A.710 Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. He shared South County Fire's 911 call data from July 4, 2023 and responded to questions from Committee Vice-Chair Dunn and Committee Member Mead regarding the data shared. Mr. Countryman continued his staff report and detailed the history of firework legislation; infractions; and information on different types of firework bans. Committee Member Peterson inquired about a ban on fireworks and the possibility of bringing forward a new ordinance; Committee Vice-Chair Dunn raised a question regarding the title of the proposed ordinance; Committee Member Mead echoed Committee Member Peterson's concerns; and Committee Member Low acknowledged the advisory vote and his constituents' wishes with regards to fireworks. ACTION: Hold in Committee for further discussion. 2. Motion 23-270, confirming the re-appointment of Doug Wennerberg 2023-0738 to the Developmental Disabilities Citizen Advisory Board Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Developmental Disabilities Advisory Board and the qualifications of the appointee. Committee gave Clerk direction to amend the motion title to say "re-appointment." ACTION: Move to Consent Agenda, General Legislative Session July 19th for consideration. [Clerk Note: 07/20/23 Motion Number has been corrected to 23-270. Motion Number was originally listed incorrectly on the agenda as 23-279] 3. Motion 23-291, confirming the appointment of Heather Damron to 2023-0795 the Snohomish County Human Rights Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Human Rights Commission and the background of the appointee . Mr. Countryman responded to a clarifying question from Committee Chair Nehring. ACTION: Move to Consent Agenda, General Legislative Session July 19th for consideration.
