Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. Page 1 of 5 Planning and Community Meeting Minutes August 15, 2023 Development Committee PUBLIC COMMENT William Lider, resident of Lynnwood, expressed concerns about fireworks and Planning and Development Services' policies. ACTION ITEMS Agenda Items #1 and #2 were discussed together: Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report and explained the purpose of each motion and the concerns surrounding the Tect Lease Area as outlined in each motion. He stated the duration and cost of the respective motions. Andrew Rardin, Airport, and Mr. Countryman responded to Committee Vice-Chair Dunn's question about contract specific contaminants. 1. Motion 23-312, authorizing the County Executive to sign an Agreed 2023-0693 Order with the Washington State Department of Ecology for the Former Tect Lease Area on Paine Field Airport ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 2. Motion 23-314, authorizing the County Executive to sign a 2023-0871 Consultant Services Agreement for Paine Field Former Tect Lease Area Agreed Order Implementation at Snohomish County Airport at Paine Field ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 3. Motion 23-300, authorizing the County Executive to sign a 2023-0809 Consultant Services Agreement for Paine Field Fire Department environmental compliance at Snohomish County Airport at Paine Field Ryan Countryman, Sr. Legislative Analyst, provided a staff report and said the proposed contract has a not-to-exceed amount of $399,986.00 with a duration through December 31, 2026. Motion 23-313, authorizing the Snohomish County Executive to 2023-0753 execute Amendment 1 to Agreement with Salmon-Safe, Inc. to Perform On-Site Watershed Analysis and Independent Re-Certification at Snohomish County Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained that the proposed motion would authorize an extension of the existing contract through the end of 2026 for the amount of $31,800.00. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 5. Motion 23-317, authorizing the County Executive to authorize a 2023-0874 Formal Task Assignment No. 1 to the Public Works On-Call Agreement for Environmental Remedial Investigation Planning and Implementation at Snohomish County Airport at Paine Field Ryan Countryman, Sr. Legislative Analyst, provided a staff report and said that the proposed agreement has a duration through the end of 2026 and a do-not-exceed amount of $263,312.00. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 6. Motion 23-362, authorizing the Snohomish County Executive to 2023-0876 execute a contract for the award of RFQ 23-005BC with Jacobs Engineering Group Inc. at the Snohomish County Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained that the proposed motion would award a contract to Jacobs Engineering related to the replacement of Taxilane Echo at Paine Field. He said the proposed contract has a do-not-exceed amount of $621,893.00 and a duration running from the date of execution through December 31, 2025. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. Motion 23-316, appointing Matthew Loverink to the Airport 2023-0875 Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Airport Commission and the qualifications of the appointee. Mr. Countryman responded to Committee Vice-Chair Dunn's question about attendance and quorum numbers of the Airport Commission. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. Agenda Items #8 and #9 were discussed together: Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Development Disabilities Citizen Advisory Board and the qualifications of the two appointees. 8. Motion 23-310, confirming the appointment of Hayley Etnier to the 2023-0857 Developmental Disabilities Citizen Advisory Board ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 9. Motion 23-339, confirming the appointment of Joy Castillo to the 2023-0929 Developmental Disabilities Citizen Advisory Board ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 10. Motion 23-321, confirming the appointment of Valera Storey to the 2023-0883 Snohomish County Agriculture Advisory Board Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Agriculture Advisory Board and the qualifications of the appointee. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 11. Motion 23-324, confirming the appointment of Griselda 2023-0893 Guevara-Cruz to the Sno-Isle Libraries Board of Trustees Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained Page 4 of 5 Planning and Community Meeting Minutes August 15, 2023 Development Committee the organization of the Sno-Isle Libraries Board of Trustees and the qualifications of the appointee. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 12. Motion 23-338, confirming the reappointment of Charlotte Zissel to 2023-0928 the Snohomish County Children’s Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Snohomish County Children's Commission and the qualifications of the appointee. ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. DISCUSSION ITEMS 1. Rural Growth Targets Discussion 2023-0949 David Killingstad, Planning and Development Services Stephen Toy, Planning and Development Services Mike McCrary, Planning and Development Services PDS Staff provided a detailed PowerPoint presentation describing the history of the Snohomish County's Rural Growth Target and the current rate of Rural Growth Trends. PDS Staff responded to various Committee Members' questions. Discussion ensued. 2. Receiving Proposed Amendments to the Hearing Examiner’s Rules 2023-0861 of Procedure Peter Camp, Hearing Examiner, informed the Committee of the proposed amendments and the actions that Council may take. Mr. Camp responded to a question from Committee Member Low about the Executive's support for the proposed amendments. Meeting adjourned at 12:05 p.m. Page 5 of 5
