CALL TO ORDER
Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions
for those wishing to provide public comment for both in-person and remote via Zoom .
ROLL CALL
The clerk called the roll and stated that five members were present.
PUBLIC COMMENT
Rose Bigham, resident of Maltby, expressed concerns about Roosters and noise.

DISCUSSION ITEMS
1. Effect of Estate and Give Taxes on Business Succession 2023-1025
Robert Lockyer
Ryan Countryman, Sr. Legislative Analyst, introduced Robert Lockyer and
explained his qualifications. Mr. Lockyer presented information to the Committee
about Federal and State Gift Tax exemption amounts proposing a possible
planning opportunity for Snohomish County to preserve a tax base.
ACTION ITEMS
1. Motion 23-356, convening Board of Equalization 2023-0967
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
the role of the Board of Equalization and the need for it to be convened .
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
2. Motion 23-363, authorizing the Snohomish County Executive to 2023-0979
sign Amendment A1 to Reimbursable Agreement with Department
of Transportation Federal Aviation Administration for Overtime
Support
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
the billing and financial structure of the contract. He said the duration of the
contract would be through February 2, 2026.
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
Agenda Items #3 and #4 were discussed together:
Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report and
explained the purpose of each contract related to supporting eventual settlement
and clean-up of different parts of the airport property. He explained the financial
impact of each contract.
Committee advised the clerk to correct a reference number in Proposed Motion
23-366.

sign Contract Amendment with Hillis Clark Martin & Peterson, P.S.
for Environmental Legal Services for the Snohomish County Airport
(Amendment No. 2 Other Airport Areas)
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
4. Motion 23-366, authorizing the Snohomish County Executive to 2023-0992
sign Contract Amendment with Hillis Clark Martin & Peterson, P.S.
for Environmental Legal Services for the Snohomish County Airport
(Amendment No. 5 Tect)
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
5. Motion 23-368, authorizing the County Council to approve lease 2023-0976
form update
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
that this motion would update a standard lease form for use at the Snohomish
County Airport to include compliance with the National Pollutant Discharge
Elimination System permit program.
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
6. Motion 23-375, confirming the reappointment of Ashvi Shah to the 2023-1016
Snohomish County Children’s Commission
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
the role of the Snohomish County Children's Commission and the qualifications
of the appointee.

7. Motion 23-376, confirming the appointment of Beba Poskovic to the 2023-1017
Snohomish County Council on Aging
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
the role of the Snohomish County Council on Aging and the qualifications of the
appointee.
ACTION: Move to Consent Agenda, General Legislative Session September
13th for consideration.
DISCUSSION ITEMS continued
2. Chickens, Noise, and Restrictive Covenants 2023-0962
Ryan Countryman, Council Staff
Ryan Countryman, Sr. Legislative Analyst, provided the Committee with
information surrounding permitting, noise control ordinances, and private
restrictive covenants. He also spoke to Homeowner's Associations' role in these
sort of issues and other outside boards that would be consulted regarding the
issue of chickens and other livestock. Discussion ensued.
