Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-380, authorizing the Snohomish County Executive to 2023-1004 execute a 2023 Work Plan/Financial Plan with USDA-APHIS Wildlife Services Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained that the total amount of the proposed contract is $194,282.66. He said that Airport Fund 410 has sufficient funds for this and that the Snohomish County Public Works Solid Waste Division would reimburse 5% of the proposed contracted amount. ACTION: Move to Consent Agenda, General Legislative Session September 27th for consideration. 2. Motion 23-381, authorizing the County Executive to sign a 2023-1006 consultant services agreement for investigation of Aqueous Film Forming Foam (AFFF) releases at Paine Field Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the proposed contract amount is for $247,478.31. ACTION: Move to Consent Agenda, General Legislative Session September 27th for consideration. 3. Motion 23-383, confirming the appointment of Joan Penney to the 2023-1035 Community Services Advisory Council Ryan Countryman, Sr. Legislative Analyst, provided a staff report and described the role of the Community Services Advisory Council and the qualifications of the appointee. ACTION: Move to Consent Agenda, General Legislative Session September 27th for consideration. DISCUSSION ITEM 1. News & Updates - Ryan Countryman, Council Staff 2023-1091 Ryan Countryman, Sr. Legislative Analyst, provided a status update on issues currently in front of the Planning Commission. He spoke to the remand on Additional Dwelling Units in rural areas and the 2024 Comp Plan. Committee Vice-Chair Dunn complimented the Planning Commission on the recent open house it held.
