Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . Motion 23-449, approving and authorizing the appointment of Civil 2023-1260 Service Commissioner Timothy Freil Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the role of the Civil Service Commission and the qualifications of the appointee. The Committee gave the clerks verbal approval to correct the proposed motion. ACTION: Move to Consent Agenda, General Legislative Session December 13th for consideration. Motion 23-489, authorizing the County Executive to sign a 2023-1328 Professional Services Agreement for National Pollutant Discharge Elimination System (NPDES) Compliance at Snohomish County Airport at Paine Field Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the scope of work of the proposed contract with a duration lasting through December 31, 2026 and a not-to-exceed amount of $325,000.00. Motion 23-495, authorizing the Executive or Airport Director to 2023-1344 execute Lease Amendment No. 3 for Future of Flight Aviation Center with The Boeing Company at the Snohomish County Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the need for the proposed lease amendment due to project delays as a result of COVID-19. Motion 23-525, authorizing the Snohomish County Executive to 2023-1410 sign Amendment 1 with Aviation Security Consulting, Inc. for Security On-Call Support at the Snohomish County Airport Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained that this motion would allow for the extension of the current contract for two years. Motion 23-503, confirming the reappointment of Robin Schwartz to 2023-1365 the Snohomish County Veterans Assistance Fund Executive Board Ryan Countryman, Council Staff, answered Committee Vice-Chair Dunn's clarifying question regarding the appointee's term timeline. Motion 23-504, confirming the appointment of Robert Reese to the 2023-1366 Snohomish County Veterans Assistance Fund Executive Board ACTION: Move to Consent Agenda, General Legislative Session December 13th for consideration. Page 6 of 8 Planning and Community Meeting Minutes December 05, 2023 Development Committee Agenda Items #24 through #27 were discussed together: Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report and explained that the ideas in the proposed ordinances come from the Opening Doors to Home Ownership Housing Panel discussions held in this committee earlier this year and that each must be first referred to Planning Commission before Council can act. He explained each proposed ordinance in detail and said that each ordinance addresses some obstacle in Code that prevents subdivision of certain housing configurations. Committee Vice-Chair Dunn expressed concerns regarding outreach. 24. Motion 23-539, referring proposed code amendments relating to 2023-1435 Attached Single Family Housing to the department of Planning and Development Services and the Snohomish County Planning Commission ACTION: Move to Regular Agenda, General Legislative Session December 13th for consideration. 25.
