Committee Chair Nehring called the meeting to order at 11:00 a.m.

Ryan Countryman, Sr. Legislative Analyst, provided a staff report for the

1. Ordinance 24-044, relating to Growth Management and Updates to 2024-0942
Development Regulations Pursuant to RCW 36.70A.130;
Supporting the Development of Permanent Supportive, Emergency
Housing, Emergency Shelters, and Affordable Housing; Amending
Chapters 30.22, 30.28, and 30.91 of the Snohomish County Code

30.62C Critical Aquifer Recharge Areas, 30.43C Flood Hazard
Permits, 30.86 Fees, and 30.91 Definitions

Recreation Facilities, amending Snohomish County Code Section
2.18.070
ACTION: Move to Administrative Matters, General Legislative Session January
8 to set time and date for a public hearing.
4. Motion 24-527, concerning the County Council's position on a 2024-3168
proposed direct petition method annexation to the City of Monroe;
BRB File No. 2024-04 - Monroe 30 Annexation
ACTION: Move to Public Hearings January 8 to be considered along with
Ordinance 24-105.
5. Motion 24-507, allocation of Conservation Futures Property Tax 2024-1521
Funds and Conservation Futures Tax Funds return to Fund
Balance
ACTION: Move to Consent Agenda, General Legislative Session December 18
for consideration.
