PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 24-191, approve and authorize the County Executive to 2024-0266 execute Amendment 10 to the Software License Agreement between Snohomish County and Jury Systems Incorporated (JSI) ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. Deb Bell, Sr. Legislative Analyst, provided a staff report for the following items. 2. Ordinance 24-034, granting a non-exclusive cable franchise 2024-0395 authorizing limited use of the public road rights-of-way in Snohomish County, Washington to Ziply Fiber Northwest, LLC D/B/A Ziply Fiber ACTION: Move to Administrative Matters, General Legislative Session May 15th to set time and date for public hearing. 3. Ordinance 24-036, approving and authorizing the Snohomish 2024-0682 County Executive to sign the Interlocal Agreement between the city of Monroe and Snohomish County for joint operation of the Winter Dog Park ACTION: Move to Administrative Matters, General Legislative Session May 15th to set time and date for public hearing. 4. Ordinance 24-037, granting a non-exclusive franchise authorizing 2024-0683 limited use of the public road rights-of-way in portions of Unincorporated Snohomish County, Washington to Sam Lake Improvement Association ACTION: Move to Administrative Matters, General Legislative Session May 15th to set time and date for public hearing. Motion 24-142, authorizing a budget transfer between programs 2024-0325 within the Parks’ Construction Fund 309 ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. 7. Motion 24-190, authorizing the County Executive to sign 2024-0758 Professional Services Agreement CCF02-24 with Terracon Consultants, Inc. to provide materials testing on 132nd Street SE/134th Place SE/Cathcart Way Overlay Project ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. 8. Motion 24-007, authorizing the County Executive to sign an 2023-1526 Environmental Covenant for the Go East Landfill with the Washington State Department of Ecology and Alpine Estates Owners Association ACTION: Move to Regular Agenda, General Legislative Session May 15th for consideration. 9. Motion 24-164, approving Property Officer of the Department of 2024-0535 Facilities and Fleet to sign temporary easement on behalf of Snohomish County for stormwater drainage on Tax Account No. 00509800000100 ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. Motion 24-189, approving Property Officer of the Department of 2024-0692 Facilities and Fleet to sign temporary easement on behalf of Snohomish County Surface Water Management Department in favor of Snohomish County for access, construction staging, and log storage affecting portion of Tax Account Number 00528600000600 also known as the Middle Pilchuck River Project ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. 11. Motion 24-176, correcting the allocation of Conservation Futures 2024-0593 Property Tax Funds for Lower Stevens Creek Land Acquisition and the total amount approved ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. 12. Motion 24-165, approving and authorizing the County Executive to 2024-0380 execute Amendment 1 to the Master Client Agreement with Gartner, for an it research analysis subscription ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration. 13. Motion 24-192, approve and authorize execution of the Agreement 2023-1419 for Professional Services with Navigate Wellness, LLC for a Digital Wellness Platform ACTION: Move to Consent Agenda, General Legislative Session May 15th for consideration.
