Authorization from the Board of Trustees to rescind the Bond Authorization Resolution passed by the Village Board on March 27th authorizing the borrowing of up to $230,000 for the purchase of a 2019 Freightliner Truck with Terex High Ranger Optima Aerial Device in accordance with Onondaga County bid # 7823. MOTION: SECOND: AYES: NAYES: MOTION CARRIED 8. Authorization from the Board of Trustees to have the Mayor sign the NYSDEC 2018 Annual MS4 Report and submit the document to the NYSDEC Division of Water, 4th Floor, 625 Broadway Albany, NY 12233 by June 1, 2018. Authorization from the Board of Trustees to have the Mayor sign the CNY Stormwater Coalition Staff Services and Educational Compliance Assistance Program agreement that will fund its portion of the program cost in the amount of $3,600.00 and that those funds will be made available to the CNYRPDB upon receipt of the invoice. Authorization from the Board of Trustees to approve: WHEREAS, the property described by the following tax map number(s) and located at the following address(s) is/are in the Village of Solvay, is/are owned by the following owner(s); and WHEREAS, as the aforesaid property owner(s) allows the property to accumulate high weeds, brush, grass, trash, debris, or other matter, in a manner that is unhealthy, hazardous, or dangerous and in violation of Chapter 56; and WHEREAS, the owner(s) was notified by certified mail and/or posted on site and a follow up revealed the violation still exists NOW, be it resolved that the Village of Solvay Board shall authorize the property to be cut, trimmed, and removed by the Village Representatives, and all actual costs of work or services rendered at the direction of the Village Board, shall be assessed and collected in the same manner and time as the taxes levied on the premises. Authorization from the Board of Trustees: WHEREAS, the Village of Solvay has been approached by representatives of the Solvay Police Benevolent Association, Inc. (PBA) about the possibility of the Village entertaining the sponsorship of special legislation designed to permit certain members of the PBA to transfer from their current retirement system into a different retirement system, at the expense of the Village; and WHEREAS, representatives of the applicable State Retirement System into which the said officers wish to transfer have advised the Village that only after said special legislation is enacted, would actuaries provide the estimated cost of such action; and WHEREAS, the Village does not wish to undertake the requested sponsorship of such action in the absence of financial information confirming the potential cost to the Village and its taxpayers. NOW therefore, be it RESOLVED AND DETERMINED, that the Village declines to sponsor the requested special legislation in the absence of anticipated cost estimates; and it is further RESOLVED AND DETERMINED, that the Village Clerk shall send a letter to the PBA, on behalf of this Board, conveying this decision of the Village of Solvay Board of Trustees and a copy of this resolution with respect to same. Authorization from the Board of Trustees for the introduction of proposed Local Law D-2018, titled ‘A local law imposing a six (6) month moratorium on electric high density load service operations in the Village of Solvay’, determining that this proposed law is a Type 2 action for purposes of SEQR (6 NYCRR Section 617.5(c)(30) thus concluding the environmental review process with respect to this legislation and setting a public hearing to consider this proposed local law on June 26, 2018 at 6:00 pm, in the Town of Geddes Town Hall, 1000 Woods Road, Solvay, NY 13209, all in accordance with the full resolution that has been circulated to the Village Board MOTION: SECOND: AYES: NAYES: MOTION CARRIED PETITIONS: Resolved that this Board of Trustees move into Executive Session to discuss a contract and/or personnel matter.
