Call to order
o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:01 pm on September 12,
2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the
Village of South Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o Robert Jeroloman- Mayor
o James Mullany - Trustee
o Dorine Sas – Trustee
o James LoFranco- Trustee

Absent
o John Hickey – Deputy Mayor
Adoption of Minutes
o Motion to adopt 8/8/2016 and 8/25/2016 minutes by Trustee Sas and Seconded by Trustee Mullany,
4 Ayes, 1 Absent.
Public Comments
o Vicky Codner – resident believes that the new electronic speeding sign on Merriewold Lane South is
working but there still remains a tremendous amount of speeders throughout the village.
Additionally this past Sunday she saw a school bus constantly driving up and down Hawthorne
Drive and Pine Hill Road.
o Cecile Santer – she believed only Washingtonville school buses were allowed to travel throughout
the Village Roads. She was advised by the board that all school buses were allowed.
o Steve Kearins – resident inquired about the status of hiring a part-time building inspector/code
enforcement. The board advised that they were considering a resolution this evening.
o Edie Johnson – She advised that the Village did a great clean-up job on Prospect Road. She also
advised that the property tax auction would be in the near future.
o Barbara Cantwell– Inquired about the status of the empty lot on Dallas Drive and the maintenance of
the property.

o John Butler – he advised that there are numerous properties in the village with garbage in the yard.
The Mayor asked Mr. Butler to sent/provide all the addresses and if he had pictures to provide them
as well.
o Eric Vogelsberg – Asked what the process was regarding a violation of a code. The board discussed
the village code and advised that a stop work order and/or violation would be issued and there is
normally a time to cure allotted to resident. Each matter is addressed accordingly. Resident
Vogelsberg inquired if additional court dates could be added to the calendar in order to move
violations along faster.
o Merald Drayton – He inquired about tarps being used as fencing and advised there is another home
on Virginia Avenue utilizing tarps for same purposes.
o Sarah Howell – She advised that while driving home from a neighborhood friend there are many
people walking around in dark clothing creating a dangerous situation. She feels that people walking
should wear some type of reflective wear to alleviate the dangerous conditions.
o Goldstein – He inquired about households with extra garbage containers. The board advised that this
matter is being addressed with and by the Town of Blooming Grove. Additional charges are to be
incurred if extra garbage containers are utilized.
o Donna McGoldrick – She advised that the matter of walking at night with dark clothing and wearing
reflectors was addressed 6 months ago.
o Debbie Bragado – asked if the village could put up a sign suggesting/advising residents walking at
night in dark clothing to wear reflective apparel for safety reasons.

Mayor Comments
o The Mayor advised that the court’s restraining order regarding the public hearing for the building
moratorium still stands. There is a scheduled hearing regarding same on September 15, 2016.
Additionally, he advised that the village board has not changed or amended the proposed law
regarding the proposed building moratorium law.
Trustee Comments
o Trustee Mullany advised that there is so much negativity. The Village recently had a 9/11 service
and many attended. There is a lot of positive in this neighborhood and we should look at things
positively.
o Trustee Sas advised that the Village water operator is sick and we wish him well.

Business
o Resolution No. ( ) - Scheduling a public hearing for September 26, 2016 on the application
of Cookoo’s Nest, LLC for a Special Use Permit. Motion to accept by Trustee Sas, seconded
by Trustee LoFranco. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany,
Trustee Sas and Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Authorizing the treasurer to transfer funds from the general fund to the
water district operating account. Motion to accept by Trustee Mullany, seconded by Trustee
Sas. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas and
Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Authorizing the Attorney for the village to negotiate an out-of-district
sewer usage agreement. Motion to accept by Trustee Mullany, seconded by Trustee
LoFranco. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas
and Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Supporting the Town of Blooming Grove’s proposed traffic safety
improvements to the New York State Route 208. Motion to accept by Trustee Sas, seconded
by Trustee LoFranco. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany,
Trustee Sas and Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Authorizing the Mayor to execute an MS4 Certification for the Sleep
Inn/Gagliardi Hotel Project. Motion to accept by Trustee Mullany, seconded by Trustee Sas.
Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas and Trustee
LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Supporting the Town of Blooming Grove’s retention of a part-time
building inspector and authorizing the Mayor and the attorney for the Village to take such
action as may be necessary to negotiate an addendum to the existing inter-municipal
agreement between the Village and the Town. Motion to accept by Trustee Sas, seconded by
Trustee LoFranco. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee
Sas and Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
o Resolution No. ( ) - Authorizing the Mayor to negotiate an inter-municipal agreement with
the Village of Washingtonville for street sweeping services. Motion to accept by Trustee
Mullany, seconded by Trustee Sas. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee
Mullany, Trustee Sas and Trustee LoFranco, 1 Absent, Deputy Mayor Hickey.
