Call to order
o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on October 11,
2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the
Village of South Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o Robert Jeroloman- Mayor
o James Mullany - Trustee
o John Hickey – Deputy Mayor

Absent
o Dorine Sas – Trustee
Troop 317 Bronze Award Project
o Sharon Williams Troop 317 Leader and two of her girl scouts Maya and Laura presented their
proposed “Little Libraries” Bronze Award Project.
Public Comments
o Joe Sexton, 9 Lee Avenue – Mr. Sexton asked the Village Board to share their opinion regarding the
proposed Ward System in the Town of Blooming Grove. The Mayor advised he is awaiting further
information regarding the Ward System and Deputy Mayor Hickey advised that he is researching as
well. Trustee Mullany advised that he felt choosing an opinion on the Ward System would be a
personal choice. All residents are urged to learn about the Ward system. There will be
informational meetings regarding the Ward System on October 20, 2016 and November 3, 2016 at
the Washingtonville Middle School beginning at 7:30 pm.
o Steve Kearins, 32 Dallas Drive – Has the new building inspector been appointed? The Mayor
advised that he would be hearing very soon because he believed it was scheduled to go before the
Town of Blooming Grove Board.
o John Salka – Clove Road – Asked how enforcement works during a moratorium. The board advised
based on the situation, it could be an immediate violation and a summons would be issued. The

Mayor briefly discussed the sunset clause and advised that under certain circumstances applicants
could petition the ZBA.
o Debbie Bragado, 2 Houston Avenue – Asked if you can submit plans to planning board during a
moratorium. She was advised yes, but nothing could be completed until after the moratorium as
defined in the proposed law.
o Gerry Gagliardi, 15 Bailee Lane – asked the board if the Town of Blooming Grove was going to
have a moratorium. The Mayor advised that he did not know.
o John Daly, Clove Road – inquired about preserving the rural area and how to define a rural area and
an urban area.
o Gloria Gliamo, Virginia Avenue – advised that residents of Virginia Avenue are leaving their
garbage cans at curb side.
o Brian Bohan, Route 208 – He discussed the recent article in the Photo News and how they reported
wrong information about the Lake Anne property.
o Donna McGoldrick, Dallas Drive – She inquired about the rules and code regarding fences, she
advised that a swing set recently placed on Dallas Drive property was too close to the road creating a
dangerous condition. She inquired about a wall placed on a property at Dallas and if it meets code
requirements. The Mayor advised of the code and the necessity for a survey.
o Mr. Speights, Virginia Avenue – advised that his vehicle was struck by the Village Street Sweeper
and that the insurance company advised that the Village has clemency. Deputy Mayor Hickey
advised that he would research this matter.
o Edie Johnson, 394 Prospect Road – She advised that preserving properties through deed restrictions
worked very well. Additionally, she advised that she will be printed in the Times Herald Record as
of December and that the Village did a great clean-up job on Prospect Road. She also advised that
the property tax auction would be in the near future.

o Deputy Mayor Hickey discussed violation issues and the village code.

o Motion to accept the abstract by Deputy Mayor Hickey, seconded by Trustee LoFranco. 4
Ayes, 1 Absent - Abstract Accepted.
Business
o Resolution No. (101) – Setting a time and place for a public hearing on a proposed local law
to override the tax levy limit established in General Municipal Law §3-c on October 24, 2016
at 7:02 pm. Motion to accept by Trustee Mullany, seconded by Deputy Mayor Hickey
Resolution passed. 4 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, and
Trustee LoFranco, 1 Absent, Trustee Sas.
o Resolution No. (102) – Setting a time and place for a public hearing on the proposed
adoption of a moratorium on the development of property on October 24, 2016 at 7:01pm.
Motion to accept by Trustee , seconded by Resolution passed. 4 Ayes – Mayor Jeroloman,
Deputy Mayor Hickey, Trustee Mullany, and Trustee LoFranco, 1 Absent, Trustee Sas.
o Resolution No. (103) - Authorizing the County of Orange to collect delinquent village taxes.
Motion to accept by Trustee Mullany, seconded by Trustee LoFranco. Resolution passed. 4
Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany and Trustee LoFranco, 1
Absent, Trustee Sas.
o Resolution No. (104) - Authorizing the Village Clerk to submit a list of all delinquent
village water and sewer charges, rents, fees, assessments and the like to the County of Orange
for relevying on the next fiscal year’s real property tax bill. Motion to accept by Deputy
Mayor Hickey, seconded by Trustee LoFranco. Resolution passed. 4 Ayes – Mayor
Jeroloman, Deputy Mayor Hickey, Trustee Mullany and Trustee LoFranco, 1 Absent, Trustee
Sas.
o Resolution No. (105) – Granting special use permit approval to Cookoo’s Nest LLC. Motion
to accept by Trustee Mullany, seconded by Trustee LoFranco. Resolution passed. 4 Ayes –
Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany and Trustee LoFranco, 1 Absent,
Trustee Sas.
Closed Session
o Motion to enter into an executive session to discuss pending litigation by Deputy Mayor Hickey, seconded
by Trustee LoFranco at 8:46 pm. 4 Ayes, 1 Absent.
o Motion to exit closed session by Deputy Mayor Hickey, seconded by Trustee LoFranco at 9:21 pm. 4 Ayes,1
Absent.

Trustee Mullany, and Trustee LoFranco, 1 Absent, Trustee Sas

o Motion to close the meeting by Trustee Mullany, seconded by Deputy Mayor Hickey at
