Village of South Blooming Grove Board of Trustees Regular Meeting Monday October 24, 2016 7:00 P.M.  Call to order o Deputy Mayor Hickey called to order the Village Board Meeting at 7:10 pm on October 24, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o James Mullany - Trustee o John Hickey – Deputy Mayor o James LoFranco- Trustee o Dennis Lynch, Esq. – Special Counsel Absent o Robert Jeroloman - Mayor o Dorine Sas – Trustee  Adoption of Minutes o Motion to adopt 10/11/2016 minutes by Trustee Mullany and Seconded by Trustee LoFranco, 3 Ayes, 2 Absent.  Public Comments o Sonia Ayala, 36 Merriewold Lane North – Asked for a status of the “Lake Ann” property. Deputy Mayor Hickey advised that there has been no advancement regarding water and Special Counsel Lynch advised that the bankruptcy matter is still ongoing until at least February 2017. o Steve Kearins, 32 Dallas Drive – Asked about the progress of a new building inspector. Deputy Mayor Hickey advised that he believes the Town Board agreed to hire a new inspector. o Vicky Codner, Hawthorne Drive – Stated that nothing has changed with regard to vehicles speeding on village roads. Deputy Mayor Hickey agreed and is hoping to pursue this matter further. Fran Gelardi, 55 Virginia Avenue – Shared that she saw one “Quality” school bus pass another “Quality” school bus even though the stopped school bus had its signal lights on and the stop sign out. A resident suggested that she contact the company that controls/runs the buses. It was advised that she should contact the police as well. Additionally, Ms. Gelardi and the audience was advised that it is always beneficial to obtain and provide detail information such as; the place and time of incident, bus number, etc. Ms. Gelardi also heard that sidewalks and street lights were going to be  Village of South Blooming Grove Board of Trustees Regular Meeting Monday October 24, 2016 7:00 P.M. installed in Capitol Hill. Deputy Mayor Hickey advised that the board has not heard of this and the board has nothing before them regarding same. o Gloria Guilamo, 52 Virginia Avenue – advised that residents of Virginia Avenue are leaving their garbage cans at curb side. She called in a complaint regarding one resident that placed their cans curb side on a Tuesday. o Michael Beck, 21 Duelk Avenue – asked when work regarding a comprehensive master plan would begin if the moratorium was passed, the board advised immediately.  Correspondence o None  Trustee Comments o Trustee Mullany asked that when a rumor is heard, before passing it along, call village hall or the trustees for answers to questions. o Deputy Mayor advised that he and the board attempt to have all the answers and apologized for the times they do not have the answer.  Abstract o Motion to accept the abstract by Trustee LoFranco, seconded by Trustee Mullany. 3 Ayes, 2 Absent - Abstract Accepted.  Business o Resolution No. (97) – Directing that there will not be a separate village voter registration day. Motion to accept by Trustee LoFranco, seconded by Trustee Mullany. Resolution passed. 3 Ayes – Deputy Mayor Hickey, Trustee Mullany, and Trustee LoFranco, 2 Absent, Mayor Jeroloman and Trustee Sas. o Resolution No. (98) – Authorizing Scout Troop 317 to install a “Little Library” in front of Village Hall. Motion to accept by Trustee LoFranco, seconded by Trustee Mullany. Resolution passed. 3 Ayes – Deputy Mayor Hickey, Trustee Mullany, and Trustee LoFranco, 1 Absent, Mayor Jeroloman and Trustee Sas. o Resolution No. (99) – Setting the effective dates and times of the juvenile curfew for the 2016 Halloween Season pursuant to Chapter 104 of the Village Code. Motion to accept by Trustee Mullany, seconded by Trustee LoFranco. Resolution passed. 3 Ayes – Deputy Mayor Hickey, Trustee Mullany and Trustee LoFranco, 2 Absent, Mayor Jeroloman and Trustee Sas.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday October 24, 2016 7:00 P.M. o Resolution No. (100) - Adopting Local Law of 2016 to override the tax levy limit established in General Municipal Law § 3-c. Motion to accept by Trustee Mullany, seconded by Deputy Mayor Hickey. Resolution passed. 3 Ayes – Deputy Mayor Hickey, Trustee Mullany and Trustee LoFranco, 2 Absent, Mayor Jeroloman and Trustee Sas.  Adjournment o Motion to close the meeting by Trustee LoFranco, seconded by Trustee Mullany at 8:20 pm. 3 Ayes, 2 Absent.
