Village of South Blooming Grove Board of Trustees Special Meeting Tuesday December 27, 2016 2:30 P.M. ➢ Call to order o Mayor Robert Jeroloman called to order the Village Board Special Meeting at 2:30 pm on December 27, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o Robert Jeroloman- Mayor o James Mullany - Trustee o John Hickey – Deputy Mayor o Dorine Sas - Trustee o James LoFranco- Trustee o Bonnie Franson – Village Planner Absent o None ➢ Public Comments o None ➢ Correspondence o None ➢ Mayor Comments o None ➢ Trustee Comments o None ➢ Abstract o Motion to accept the abstract by Deputy Mayor Hickey, seconded by Trustee LoFranco. 5 Ayes - Abstract Accepted.  Village of South Blooming Grove Board of Trustees Special Meeting Tuesday December 27, 2016 2:30 P.M. ➢ Business o Resolution No. (86) – Authorizing the Village Treasurer to transfer funds from the general fund to the consolidated water capital account. Motion to accept by Trustee Sas, seconded by Trustee LoFranco. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (87) – As Co-Lead Agency, the Village Board is adopting the schedule for Visual Assessment regarding Balloon Testing for the Clovewood Project. Motion to accept by Trustee Sas, seconded by Deputy Mayor Hickey Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (88) – Adopting rents and rates for the Village’s Sewer Districts. Motion to accept by Trustee LoFranco, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (89) – Adopting rents and rates for the Village’s Water District. Motion to accept by Deputy Mayor Hickey, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (90) – Approving, confirming and ratifying the actions taken by Mayor Jeroloman and to authorize the emergency purchase during the State of Emergency issued due to water storage tank failure.. Motion to accept by Deputy Mayor Hickey, seconded by Trustee Sas. Resolution passed. 4 Ayes – Deputy Mayor Hickey, Trustee Mullany Trustee Sas and Trustee LoFranco; 1 Abstain – Mayor Jeroloman. o Discussion with Bonnie Franson, Village Planner regarding the Village Code. ➢ Adjournment o Motion to close the meeting by Deputy Mayor Hickey, seconded by Trustee LoFranco at 4:15 pm. 5 Ayes.
