Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:04 p.m. on January 28, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
o Sue Anne Vogelsberg – Trustee
o James Mullany – Trustee
o Johnny Belfort – Trustee
o Dennis Lynch Esq. – Special Counsel present upon re-opening of meeting
Mayor Comments
o Mayor LoFranco provided details that special counsel would be addressing the suspension of the
current bus company permit later in the meeting.
o Mayor LoFranco advised that a resolution has been prepared for consideration by the Village Board,
to have special counsel to review and if necessary undertake any legal action regarding the property
located at 1233 Route 208.
o Upon review by the Village Engineer, it has been determined that the property at 31 Merriewold
Lane South has structural integrity issues. A “No Trespassing” notice will be issued by the Building
Department until the property is deemed safe.
o The Mayor offered that there is a snowstorm warning in effect for Tuesday evening. All trash
receptacles and vehicles must be removed from roadways in order for plow trucks to have access.
o No Parking signs have been installed at Route 208 from Sgt. Matt Kelly Highway to Stonegate
Drive.
o Grace Community Church will have a warming center available during the upcoming cold weather
snap. For more information contact at 845-496-4372.

Public Comments
o Mr. Feldman, 382 Lake Shore Drive – mentioned concern about trespassing on private property.
Mayor LoFranco advised that any concerns about trespassing should be reported to the police
department.

o Chaim Diamant, 1 Hawks Nest – mentioned that snow was piled in front on his mailbox by the
highway department. Mayor LoFranco advised that snow clearing near mailboxes is the
responsibility of the homeowner.
o Donna McGoldrick, 44 Dallas Drive – inquired about the fence at the intersection of Dallas Drive and
Fort Worth Place that is a visual impairment to drivers. A violation notice was issued. If the
violation is not addressed, the issue will go to court.
o Michael Kelly, 13 Merriewold Lane South – inquired about the speed limit sign for Merriewold Lane
South. Mayor LoFranco advised that the new battery arrived and will be installed promptly.
o Guy Jones, Route 208 – Asked about a sign on Route 208 that was hit by a motor vehicle. An
insurance claim has been filed. Mr. Jones further asked about the portion of Route 208 that washes
out when it rains. The Village Clerk informed that the state has been contacted and the Village is
awaiting a response.
o Brian Mullen, 33 Duelk Avenue – Inquired about “For Sale” signs that are up for an extended period
of time. Mayor LoFranco will review the details of the sign law.
o Goldy Weiss, 33 Virginia Avenue – Expressed dissatisfaction about the suspension of the shuttle bus.
Asked if the board would reconsider the suspension.
o John Salka, Clove Road – Inquired about public comment for the listed correspondence on the
agenda.
o Mr. Fuller, 22 Pine Hill Road – Asked for an update on brown water. Mayor LoFranco explained the
Village is applying for grants to obtain a new filtration system.
o Shlomo Weiss, 13 Strawberry – Asked if there is a temporary solution to keep the water from
becoming brown. Mayor LoFranco further explained that the water is high in iron and that the
Village is working to resolve the issue.
o Chana Rubenstein, 51 Virginia Avenue – Expressed concern about transportation.
o Donna McGoldrick, 44 Dallas Drive – Offered that she had her water tested by an independent water
company. Will provide the report upon receipt.
o Douglas Cairns, 2 Tappan Drive – Offered information about installing a home water filter to help
with the brown water.
Trustee Comments
o Trustee Mullany offered that any resident that feels disrespected can contact him and he will look into
the issue.
o Trustee Vogelsberg thanked the six new volunteers that have joined Meals on Wheels organization.
Trustee Vogelsberg offered information about and Empty Bowls Fundraiser being held on March 22,
2019 at Washingtonville High School.
Trustee Vogelsberg further advised about the book sales at the Moffat Library.

o Motion to adopt the Abstract by Trustee Mullany, seconded by Trustee Vogelsberg, 5 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort.
Business
o Resolution No. (006) – Resolution of the Village Board of the Village of South Blooming Grove
appointing Arthur Dennis Williams as an alternate member to the Village Zoning Board of Appeals.

appointing election inspectors. Motion to accept by Trustee Mullany, seconded by Deputy Mayor
Ross. Resolution passed. 5 Ayes Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee
Mullany, Member Belfort.
o Resolution No. (008) – Resolution of the Village Board of the Village of South Blooming Grove
setting and time and place for a public hearing to determine violations of the Village Code’s property
maintenance provisions (Chapter 102). Motion to accept by Deputy Mayor Ross, seconded by
Trustee Vogelsberg. Resolution passed. 5 Ayes Mayor LoFranco, Deputy Mayor Ross, Trustee
Vogelsberg, Trustee Mullany, Trustee Belfort.
